Post Context

The 1st NATO Signal Battalion (1NSB) provides Communication and Information System (CIS) services to deployed NATO HQs.

The Command Group provides the administrative support for Command & Control (C2) of the NATO Signal Battalion Headquarters (NSB HQ).

The Deployable Communications and Information Systems Engineering Section (DCIS), plans and coordinates with other NSB HQ sections all activities related to DCIS engagement. The incumbent is the principal technical advisor to the 1NSB Commander on Core Information Systems (IS) and Applications issues and is responsible for the development of technical solutions to foster and rationalize the service delivery process.

 

Duties are:

Ø Advises the 1NSB Commander and Deputy Commander on all Deployable Core Information Systems (IS) and Applications issues within the NSB’s area of responsibility.

Ø Coordinates engineering analysis design and implementation of 1NSB-assigned systems to include servers, workstations in the IS discipline.

Ø Analyses assigned 1NSB systems and application software and hardware requirements, programming and implementation of technical solutions to meet Core IS customer’s requirements during planning and execution of operations and exercise events.

Ø Responsible for directing and overseeing performance, configuration and security aspects in support of the assigned Core IS and Applications.

Ø Provides guidance and technical support in 1NSB Area of Responsibility (AoR) in the planning and implementation of system configuration changes, in close coordination with NATO Communication Information Systems Group (NCISG) HQ J2/6 representatives, and enhancement suggestions for the assigned Core IS and Applications.

Ø Attends exercise planning conferences to collect services requirements for the 1NSB and, under authority of the Section Head and in coordination with NCISG HQ J2/6 representatives, define and plan the adequate Core IS support of clients / servers and support related to end user applications according to NATO approved software products.

Ø Develops required actions to sustain the integrity, interoperability and the availability of the Core IS and Applications within the 1NSB AoR, under authority of the Section head and under overall coordination authority of the NCISG HQ.

Ø Leads and coordinates troubleshooting efforts on assigned Core IS systems as required, in close coordination with Maintenance and Support Company (M&S Coy) L2 and L2 technicians.

Ø Under authority of the Section head, and in full coordination with NCISG HQ J2/6, initiates Core IS and Applications authorised software changes, following established procedures for quality, configuration control, testing, documentation and security for assigned Core IS and Applications.

Ø Deploys and supports Core IS and Applications operations within the assigned AOR.

Ø Initiates the setup of Core IS pre-deployment/exercise hardware and software to ensure proper configuration and operation of assigned Core IS.

Ø Directs and oversees the training of Level 1 and Level 2 Core IS and Level 1 Applications support staff in coordination with 1NSB Training Office.

Ø Coordinates as required with the NCISG HQ J2/6 any technical issue regarding provision of Core IS and client application support within the assigned AoR.

Ø Coordinates Core IS systems and client application requirements among the NSB subordinate units (M&S Coy and Deployable Command Modules (DCM)).

Ø Develops or supports required DCIS capability improvements, under authority of the Section head and under overall coordination authority of the NCISG HQ J2/6 section.

Ø Collaborates to NCISG HQ Standard Operational Procedures (SOPs), Standard Operational Instructions (SOIs) and Directives in order to develop technical and procedural guidance to DCMs and M&S Coy in the 1NSB.

Ø Acts as the IS Engineer to the Deployed Networks Operation Center (DNOC) in support of military operations and exercises.

Ø Oversees, coordinates and verifies technical support and provides technical- and operational feedback and/or assessment to 1NSB, NCISG and customer stakeholders.

Ø Reviews, assesses, completes and validates Delegation of Deployable CIS Permission (DoDCP) requests submitted by subordinate units or staff in the NSB before these are further processed with NCIA.

It may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The Engineer (Information Systems and Functional Area Systems) may be required to undertake deployments in support of military operations and exercises, and/or TDY (duty travel) assignments, both within and without NATO boundaries. Such operational deployment may be up to a total 6 months (uninterrupted or in shorter periods) in any period of 18 months and may be on short notice. Acceptance of an employment contract linked to this post constitutes agreement to deploy.

The work is normally performed in a Normal NATO Office environment.

The successful candidate has the following qualifications/experience:

ü Very Good Command of English language (oral and written)

ü University Degree in relevant field / subject and 2 years related experience OR Higher Secondary education and completed advanced vocational training in relevant field / subject leading to a professional qualification or accreditation with 4 years related experience

ü General Experience in all Services Lifecycle aspects of Information Systems and Applications to achieve effective system development and deployment.

ü Proven ability to convert evolving military operational requirements into both: Information Systems and Application requirements.

ü Knowledge of System Analysis principles to direct and guide Information Systems and Applications development.

ü Broad and sound technical knowledge and experience in distributed Information Systems and Applications as they are applied to the modern military management Information and Command and Control Systems.

ü Detailed knowledge of architectural design as applied to computer systems.

ü Sound technical knowledge on wide area networks and local area networks.

ü Practical experience in the management, operation, routine maintenance procedures and cryptographic systems of tactical communications systems supporting deployed headquarters.

ü Knowledge of Mobile Information Systems as well as Applications

 

Desirable qualifications/experience are:

ü Practical experience and detailed knowledge in configuration, maintenance and monitoring of Windows Server Update Services, Microsoft Deployment Toolkit, Active Directory, DNS, DHCP and File / Print Server Management.

ü Practical experience in the deployment and maintenance of Microsoft Exchange Server

ü Sound technical knowledge in monitoring, troubleshooting, performance analysis, management of site storage limits and administration of Microsoft SharePoint collaboration portals

ü Basic knowledge in the configuration and troubleshooting of Party Trust / Claims provider trust in Microsoft ADFS services

ü Practical experience in operation and maintenance of Windows 10 or legacy workstation deployments

ü Foundational knowledge and experience in data center virtualization using Microsoft Hyper V or VMware

ü Sound technical knowledge in deployment, configuration and maintenance of Antimalware Services e.g. McAfee ePolicy Orchestrator or comparable products

ü Knowledge of backup software products and practical experience in defining backup jobs based on operational requirements

ü Post Graduate diploma in a CIS Systems Engineering related subject.

ü Chartered Engineer

ü PRINCE 2 Certification

ü ITIL Certification

ü Windows Server 2019 or equivalent administration training

ü Microsoft 365 Certified or legacy Microsoft MCSA or MCSE certification

ü COMPTIA A or COMPTIA Security certification

Personal Attributes

The incumbent of this position is an Engineer and advisor to the 1NSB Commander and Deputy Commander. We will be looking for someone who is able to self-initiate his/her work and will be able to successfully deliver his/her objectives under broad direction. The incumbent will play a significant role in the assignment of technical tasks and/or responsibilities across the 1NSB HQ and we will therefore look for someone that, inter alia, has good diplomacy and coordination skills, demonstrates leadership abilities, and is able to mentor colleagues. The incumbent in this post performs an extensive range and variety of complex technical and/or professional work activities, and he/she often will undertake work that requires the application of fundamental principles in a wide and often unpredictable range of contexts.  It is therefore important that the incumbent in this post can facilitate effective collaboration and can communicate effectively, both formally and informally.

The successful selected candidate needs to complete a NATO medical examination and have a NATO security clearance before an employment offer will be released.

The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties, and is deployable to NATO’s areas of operation.
