The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. The Security and Safety Services (SSS) are operated independently in New York and at seven other Secretariat headquarters locations around the world, with DHSSS providing coordination among the various Services.

This position is located in the Department of Safety and Security (DSS), in the Division of Headquarters Security and Safety, Security and Safety Service, UNHQ. It is responsible for large and difficult engineering projects, applying a full range of engineering theories and techniques in the design, construction, maintenance and repair of major structures, facilities and systems in connection with physical security at the UN Headquarters. It reports to the Deputy Chief of the Security and Safety Service of the UNHQ.

Responsibilities

Within delegated authority, the Engineer will be responsible for the following duties and responsibilities:

• Coordinates the implementation of multiple SSS led projects such as the movement of multiple UN offices in annex buildings (with implications to CCTV coverage, doors, locks and access control systems), location of security officer’s posts in annex buildings, replacement of booths, gates and barriers at vehicle entrances, new delegates entrance and access control, and the finalization of the shooting range.
• Analyzes and advises on the planning, design, construction, alterations, repair and maintenance of and completes projects related to major systems and facilities such as infrastructure of perimeter and internal security, blast and ballistic protection, compartmentalization, interoperability of perimeter detectors, closed circuit television (about 1700 CCTV cameras), fence sensors, intelligent video analysis and management software and hardware, access control installations (about 1800 access control points), fire protection, buildings, and related structures and other engineering activities needed for the security of the UN Campus.
• Evaluates, reviews and revises project documents, designs, specifications of security equipment and procurement processes and analyzes design specifications included in security project’s proposals for accuracy, soundness, feasibility and cost.
• Recommends solutions to unusual physical security problems.
• Conducts technical studies on physical security topics, developing guidelines for the general planning and maintenance of physical security systems.
• Calculates stresses and strain affecting proposed structures, taking into account such factors as estimated load, water pressure, wind resistance, soil characteristics, temperature fluctuations and nature of building materials to be used as well considering the security risks such as blast protection ballistic resistance to which the structures are exposed.
• Keeps abreast, through relevant engineering literature, of significant trends and the development of improved methods and physical security equipment.
• Leads efforts of ad-hoc team created to study critical problems relating to design or construction of systems and facilities in a programme management environment. Makes recommendations for resolution of problems in the physical security area.
• Participates in planning and assessment missions, serving as technical adviser to committees or international meetings
• Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in engineering, architecture or other related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in engineering or related area is required.

Experience in the project management of physical security related projects is required.

Experience working with security and safety services within the United Nations System or other similar international organization is desirable.

Experience in the conduct of physical security assessments and blast mitigation projects is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is a desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
