Description of Organization: The Bureau of Resilience, Environment, and Food Security (REFS) leads USAID’s integrated and inclusive approach to confront two of the most urgent and interconnected crises of our time: food security and climate change. Together, these challenges threaten our global development progress toward a more resilient, environmentally sustainable, and food secure world.
The Center for Energy, Infrastructure, and Cities (CEIC) in REFS leads the Agency’s work on energy, infrastructure, pollution, and urban environmental issues. This includes support to accelerate the transition to renewable energy and resilient, net-zero development; promoting quality infrastructure development; advancing sustainable urbanization; reducing ocean plastics, air and toxic chemical pollution, and greenhouse gas emissions; and promoting a circular economy. Specifically, the Energy Division supports missions in expanding access to modern and sustainable energy services and accelerating the transition to renewable energy and net-zero development. The Infrastructure Division provides professional engineering and technical services to maximize the development impact of USAID’s global infrastructure portfolio, manages USAID’s construction-related risk and promotes quality infrastructure development, and advances key infrastructure priorities and initiatives including the Partnership for Global Infrastructure and Investment (PGI). The Green Cities division leads the Agency on green, resilient urban development—including reducing ocean plastic pollution, air pollution, and toxic chemical pollution—through technical assistance, private sector partnerships, and global policy engagement.
The Senior Engineering and Infrastructure Advisor position in REFS/CEIC/Infrastructure is critical to enable REFS to respond to existing and future support requests from USAID Missions, including requests to support large USAID infrastructure programs in Moldova and Ukraine. The Senior Engineering and Infrastructure Advisor will support infrastructure programs and provide technical leadership and strategic advice to USAID’s construction and infrastructure portfolio. The advisor will serve as a leading technical expert on planning, design, and construction of buildings, roads, water and sanitation facilities, energy infrastructure, and various other capital projects. The Senior Engineering and Infrastructure Advisor will provide construction management expertise and guidance on USAID infrastructure projects, conduct technical feasibility analysis of existing and proposed projects, prepare and/or review procurement documents and independent cost estimates, manage project construction and commissioning, manage project resources, identify and resolve problems, reduce USAID risk, and advance USAID’s strategic plans and objectives. This Senior Engineering and Infrastructure Advisor will provide significant support to high priority Agency reconstruction and construction programming.
