PROJECT BACKGROUND

GGGI is partnering with the Government of Paraguay (GoP) to support readiness activities for the country to access climate finance from the Green Climate Fund (GCF). In order for Paraguay to reach its climate change and sustainable development objectives, the GoP seeks to increase its access to climate finance (particularly the Green Climate Fund, GCF), build a pipeline of bankable projects, strengthen gender-inclusive strategic climate finance frameworks, and increase participation of the private sector in green project development. In order to support these efforts, GGGI is working directly with Paraguay’s Nationally Designated Authority (NDA) under the Ministry of the Environment (MADES) through its Directorate of Strategic Planning to improve Paraguay’s Readiness to access finance for climate change and green growth projects.

A key component of GGGI’s technical assistance includes supporting AFD and other institution to secure their accreditation to the GCF, by strengthening the financial institutions’ environmental and social policies, gender equality and social inclusion (GESI) policies, and fiduciary capacity.

OBJECTIVES OF THE ASSIGNMENT

The Environmental and Social Safeguard Consultant will deliver technical assistance and capacity building to AFD and other institution (candidate Direct Access Entities) to strengthen their environmental, social and governance (ESG) policies, and Environmental and Social Management System (ESMS, SARAS in Spanish) to meet GCF’s ESS accreditation requirements.

The overall objectives of the Consultant position are:

  • Strengthening candidate Direct Access Entities’ (DAEs) ESG policy and ESMS and their alignment with GCF accreditation standards as outlined in the results of the GAP Assessment and Accreditation Action Plan.
  • Strengthening candidate Direct Access Entities’ (DAEs) capacity to implement E&S and ESMS policies and systems.

The consultant should consider at least one (1) trip with three (3) days duration and will be responsible for covering his/her own travel expenses

SCOPE OF WORK

The Environmental and Social Safeguards Specialist Consultant will report to Project Manager and keep informed the Paraguay GCF NDA in the Ministry of Environment and Sustainable Development (MADES).

1. Capacity building material on GCF’s ESG policies and requirements
  • Develop a brief report summarizing candidate DAEs’ existing ESG-related practices and policies and the organizational culture around this topic.
  • Product: Candidate DAE’s ESG Practices Report
  • Develop capacity building material on GCF’s ESG policy requirements, investment criteria, funding proposal development and approval process targeting candidate DAEs.

2. ESG Awareness Raising Sessions
  • Identify and engage with the key internal stakeholders that will be responsible to support the ESG policy development and implementation
  • Product: Map outlining relevant units, areas and decision makers involved in the development and implementation of ESG policies within each candidate DAE.
  • Prepare and deliver awareness raising sessions and awareness-raising materials to all relevant units within candidate DAEs, to enhance understanding of ESG issues, risks and opportunities.
  • Product: At least 3 awareness raising sessions with each candidate DAEs’ relevant units

3. Candidate DAEs’ ESG and ESMS Accreditation Workplan
  • Develop an action plan outlining the steps and process to be followed by the consultant and candidate DAEs to address outstanding ESG policy and system gaps and gain compliance with GCF ESS requirements for accreditation
  • Product: Candidate DAEs’ ESG/ESMS Accreditation Workplan

4. ESG Capacity Building Workshops
  • Delivery of at least three capacity building workshops on GCF’s ESG investment criteria, funding proposal development and approval process, including how to address, integrate and respond to GCF comments and requests.
  • Product: At least 3 ESG capacity building workshops

5. Coordination of 2023 Accreditation efforts
  • Develop and maintain up to date an accreditation workplan combining accreditation activities, including the i) GESI workstream, ii) fiduciary workstream, and iii) E&S workstream.
  • Conduct bi-weekly meetings with GGGI’s accreditation team
  • Organize monthly meetings with the consultants to update GGGI Program Manager and NDA on the status of the accreditation process
  • Product: accreditation workplan developed and updated monthly
  • Product: bi-weekly meeting, meeting minutes
  • Product: month meeting, meeting minutes

6. Candidate DAE’s ESG Policies and Systems
  • Lead the development and/or strengthening of candidate DAEs’ ESG Policy and Environmental and Social Management Systems, and the development and/or integration of relevant and required documentation to meet GCF Accreditation.
  • Product: Candidate DAEs’ updated ESG policy and ESMS (approved by candidate DAEs’ Board of Directors, or equivalent)

7. Operationalization Of Candidate DAEs’ ESG Policies And Environmental and Social Management Systems
  • Define the steps required to operationalize ESG/ESMS policies into candidate DAEs’ processes and procedures.
  • Product: Brief report outlining path to operationalization of ESG/ESMS policies and systems
  • Elaborate operational guidelines/tool to ease candidate DAEs’ ESG/ESMS policy implementation
  • Product: ESMS Operational Manual (approved by the candidate DAEs’ board of directors, or equivalent)
  • Support the roll-out of initial pilots of the ESMS
  • Product: ESMS pilot report

8. Candidate DAEs’ GCF’s ESG/ESMS Accreditation Documentations
  • Develop, prepare and compile all ESG-related documentation required to submit accreditation request to the GCF
  • Coordinate translation efforts between candidate DAEs and the translator

9. Integrate GCF’s Feedbacks and Comments
  • Integrate GCF’s comments and feedbacks into the candidate DAEs’ ESG/ESMS policies, systems and tools
  • Assist candidate DAEs in responding to GCF’s comments

10. Coordination of 2024 GCF Accreditation efforts
  • Maintain the Accreditation Workplan up to date, combining accreditation activities, including the i) GESI workstream, ii) fiduciary workstream, and iii) E&S workstream.

  • Conduct bi-weekly meetings with GGGI’s accreditation team
  • Product: bi-weekly meeting, meeting minutes

All deliverables, including the final report, must be approved by the GGGI and the evaluated institution. The Consultant should strive to integrate GGGI’s and MADES’s comments within 14 days from the receipt of the comments or modification requests.

All capacity building and awareness raising deliverables must be accompanied by meeting minutes, including agenda, summary, participants list disaggregated by gender, presentation, post-session evaluation results.

EXPERTISE REQUIRED
  • Bachelor’s degree in Environmental Management, Social Sciences, Economics, or relevant discipline
  • An advanced degree in Environmental Management, Social Sciences, Economics, or a relevant field is desired
  • A minimum of seven years of relevant experience in mainstreaming environmental and social consideration into financial institutions, corporations and government policies and planning
  • A minimum of five years of experience developing Environmental and Social Management Systems of financial institutions
  • Familiarity with the Paraguay´s financial sector is an asset
  • Prior working experience with the Ministry of Environment is desired
  • Understanding and familiarity with IFC Performance Standards
  • Familiarity with GCF accreditation requirements and processes is a must
  • Previous work experience in international organizations or multinationals in developing countries is a strength
  • Fluency in Spanish and English is required
  • Open call for national and international consultants
ADMINISTRATIVE INFORMATION

The consultant will report to the Project Manager and keep informed the Paraguay GCF NDA in the Ministry of Environment and Sustainable Development (MADES).

During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the Project Manager.
