ENVIRONMENTAL AND SOCIAL SAFEGUARDS SYSTEMS SPECIALIST

OBJECTIVES/PURPOSE OF THE ASSIGNMENT

The Consultant will work under guidance and supervision of the Deputy Director and Climate Action and Inclusive Development (CAID) Unit Director to review GGGI’s Environmental and Social Safeguards System with the aim to ensure that GGGI’s ESS Framework is in full alignment with internationally recognized standards and procedures while fit-for-purpose in the context of GGGI’s scale of work, structure, global program portfolio, and operations. The work shall be delivered also with the aim to raise awareness and capacity of ESS within GGGI.

SCOPE OF WORK

Output 1: GGGI Environmental and Social Safeguards System reviewed

GGGI’s Environmental and Social Safeguard System consists of the GGGI Sustainability and Safeguards Rules with a set of related rules and policies, including but not limited to:

  • GGGI Accountability Framework
  • GGGI Gender and Social Inclusion Strategy 2021-2025
  • GGGI Procurement Regulations
  • GGGI Private Sector Engagement Rules
  • GGGI Child Protection Rules
  • GGGI Prevention of Sexual Exploitation, Abuse and Harassment Rules
  • GGGI Compliance Review Mechanism
  • GGGI Whistleblowing Policy
  • GGGI Integrity Rules

With the rules come a set of procedures and tools applied through guidelines for business processes through GGGI’s Project Cycle Management framework to ensure compliance with the rules.

The consultant will deliver a Review Report on GGGI’s ESS system with clearly presented recommendations for how GGGI can ensure being in compliance with resource partner/donor requirements in terms of standards and mechanisms of implementation. The recommendations shall be tailored to GGGI’s size, scope and scape of operations and program, making sure GGGI’s systems are “fit-for-purpose” and appropriate to GGGI’s operations.

The report shall not exceed 60 pages, excluding Annexes, and be delivered in English in line with GGGI’s standards for publications. The Report should at a minimum include the following sub-headings:

  • Background to the assignment
  • Overview of GGGI’s ESS System
  • Benchmarking against resource partners/donor requirements
  • Analysis of gaps and opportunities

Partners and donors to be include in the review will be determined in consultation with GGGI and should include at least 3 partners.

The Review should be presented in full in Word and its key findings in Powerpoint.

Methodology for the review shall be developed by the consultant and proposed in a Methodology and Workplan document within seven days of signing the Agreement. The main parts of the methodology will be based on:

  • Desk review of GGGI Safeguards related policy documents
  • Review a sample of GGGI projects to understand how ESS is incorporated into the development, implementation and risk management framework for the projects;
  • Conduct an online survey of GGGI staff to assess their awareness and understanding of GGGI’s ESS requirements and how to apply them; maybe even
  • Virtual consultation with resource partners/donors to help GGGI to understand what are the ESS challenges that they see in the organizations that they fund. Similarly, GGGI could use the interviews to understand what evidence these resource partners/donors expect to see from GGGI to demonstrate that our ESS system is functioning well. Such an approach also has the additional benefit that GGGI can build further rapport with the resource partners.
  • Convene virtual focus group discussion(s) with selected project teams to understand how the guidelines and training can be made fit for purpose. Consultations should include also GGGI Project Cycle Management Owners including Director of Impact and Evaluation, Director of Partnership, Director of CAID (6), Director of Legal (1), Director of HR (1), Green Investment Services Regional Leads (2), Project Managers (3), Community of Practice (COP) Leads (8) and others as required

The report will be reviewed by GGGI CAID Director and Senior Management Team and returned with inputs to be addressed by the consultant.

Output 2: Action Plan for strengthening ESS implementation

Following the ESS Review, the consultant will propose an Action Plan for Strengthening GGGI’ ESS system and implementation structured along GGGI Project Cycle Management (PCM) Business Processes. The work will include review and proposed changes to the existing guidelines for each PCM phase. And, the review of existing tools used for ESS management.

The Action Plan should also propose indicators for GGGI to more continuously monitor the implementation of GGGI’s ESS system to inform discussion on the ESS system and prioritize actions for continuous improvement and reporting to key partners and donors. Currently, the main indicators that GGGI has for the application of our ESS system are linked to Standards 4 (gender equality and women’s empowerment) and 5 (inclusion of marginalized and vulnerable groups) of the Rules on Sustainability and Safeguards, and not explicitly for Standards 1, 2, 3, 6, 7, 8, 9, and 10 of GGGI Sustainability and Safeguard Rules, though arguable Standard 2 (biodiversity) and 3 (Resource efficiency, pollution and climate change) are covered in the definition of Green Growth that underpins GGGI’s results management. In line with resource partner/donor standards and expectations, the Action Plan should address gaps and propose indicators that demonstrate ESS management.

The Action Plan shall be developed based on consultations with relevant GGGI personnel and managers, including but not limited to Director of CAID, PCM process leads, Director of Impact and Evaluation, Head of Strategy, and senior management.

Output 3: ESS Training module for GGGI staff and managers developed

The consultant will develop a training module for staff consisting of key principles, rules and procedures for GGGI ESS Management System. The training module will delivered as PowerPoint annotated with Training Facilitators’ Instructions. The estimated time for delivery of the training module should not exceed 2 hours, and the training will be focused on the basic competencies required in order to implement the GGGI ESS System. This includes but is not limited to the following sessions:

  • The importance, purpose and function of GGGI’s ESS System
  • GGGI ESS Principles, rules and procedures
  • GGGI ESS System and Implementation mechanisms

The Training Module will be “field-tested” on a selected GGGI Audience of staff and managers, and delivered virtually, which also allows it to be recorded for future scale-up and reference. The delivered training session will include a pre- and post test and evaluation, which the consultant will use to revise and finalize the training module.

  • Any required reports and other written outputs must be in English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information
  • All deliverables will go through process of draft review. The consultant will have inputs from GGGI within 10 days of submission of deliverables
  • The consultant will submit invoices based on delivery no more than once a month (by the end of the month)
QUALIFICATIONS/EXPERIENCE/EXPERTISE

The Consultant should have at least the following qualifications and expertise:

  • Advanced university degree (Master’s degree or equivalent) in Environmental and Social Sciences, Resource/Environmental Economics, Natural Resources Management or relevant scientific discipline as required.
  • The Consultant shall have at least 15 years and above of relevant experience in the field of (a) environmental and social impact assessment and risk management, (b) project management, (c) environmental and social management planning and (d) consultation processes.
  • International experience in related fields will have an added advantage.
  • The Consultant should have an adequate technical knowledge and good understanding of the international standards of Environmental and Social Safeguard laws and policies as well as the ability to customize it in consideration to the respective ESS rules, policies and procedures of GGGI and within GGGI Member countries
  • Good communication skill both in writing and oral in English including networking and interpersonal skills
ADMINISTRATIVE INFORMATION
  • The consultancy budget covers the costs of transportation and accommodation, and necessary resources for field studies in the selected cities.
  • The selection of study cities must be coordinated with the Ministry of Environment and the PLANMICC Project team.
