Consultancy Title: RI Environmental Risk Management

Location(s) where the Services are to be performed: Remote support – no travel required.

Contracting Manager: Programs Team Coordinator

Timings: up to 12 days (96 hours)

Dates: Oct 25 – Dec 31, 2023

 

Pre-Hire Checks Requirements: Depending on the nature of services of this contract, if the consultant is traveling to RI field operations, they will require Advanced pre contracting checks.

 

SCOPE AND NATURE OF THE SERVICES:

 

Scope of Work Summary: 

Climate change is dramatically impacting our world. Changing weather patterns, increasing heat are affecting food production, negatively affecting health and impacting our water systems both in terms of quantity and quality. Relief International partners with communities impacted by conflict, climate change, and disaster to save lives, build greater resilience, and promote long-term health and wellbeing. Vulnerable populations with whom RI partners, often lack the resources to prepare for, mitigate, and adapt to climate change; they often bear the brunt of its fallout. Worst impacted are RI communities experiencing armed conflict and the ensuing governance breakdown.

In this context, RI is building its core capacity in climate smart programming. Developing local capacity to prepare for and respond to shocks, with climate smart solutions.

Key Delivery Milestones

The Consultant will:

1.    Design and document a global environmental risk management process for Relief International that:

a.     Lays out a clear process for RI at country, regional and global level to identify, assess and mitigate risks to the environment during program design and implementation and to mainstream this into existing risk assessment tools and frameworks.

b.     Develops clear indicators and tools for implementation of environmental policies, risk assessment, mitigation, adaptation, and control that can be easily adopted by RI Country programs, regional and global teams;

c.     Develops trainings and facilitation guides to train and builds capacity of teams to understand and manage environmental risks as well as expanding wider organizational awareness of environment and sustainability commitments.

i.     Consultant to provide a TOT to build capacity of key RI team members to deliver trainings to the broader RI team.

d.     Mainstreams approach into existing tools across all functions and offices, from program development and implementation to supply chain and operations.

2.    Ensure that the design reflects input from relevant RI stakeholders listed below.

a.     VP Risk and Assurance

b.     Global Humanitarian Director

c.     Programs Team Coordinator

d.     Awards Director and Head of Office – France

e.     Monitoring Evaluation Accountability and Learning point person

f.      Head of Program Development

g.     Regional Security Managers

h.     Regional Program Directors and/ or Regional Directors

i.      Select Country Directors identified by Regional Program Directors

j.      Global Supply Chain Director

k.     And findings/ recommendations of the Dec 2022 RI Carbon Footprint report by Greenfish/ Accenture.

3.    Ensure the design is in line with RI donor requirements:

a.     EU and ECHO

b.     USAID

c.     UN/ World Food Program (WFP)

d.     Global Affairs Canada (GAC)

4.    Recommend steps to integrate the above design with existing RI processes, as appropriate, including but not limited to those listed below.

a.     RI’s Emergency Preparedness Planning (EPP) and NEAT+ Environmental Sensitivity Assessment

b.     RI’s existing Risk Registers (Country and Global)

c.     Program Management Framework (PMF)

d.     RI’s Proposal Go/ No-Go Process

e.     RI’s Community Complaint, Feedback, and Response Mechanism (CFRM)

f.      Country Safety and Security Plans

g.     RI Supply Chain and Operation policies including procurement, asset and equipment, warehouse and fleet management.

h.     RI Travel policy

i.       RI’s Policy Approach to Environment, Social Impact, and Sustainability

j.      SPHERE: Reducing environmental impact in humanitarian response

k.     Core Humanitarian Standard commitments

5.    Recommend training, tools and other key steps to enable a well-supported and successful roll-out of the risk assessment and tracking process for RI Country Programs, Regional and Global teams.

INFORMATION, SERVICES OR RESOURCES TO BE PROVIDED BY THE CONSULTANT:

  • The preferred consultant shall have prior experience of successfully developing/executing similar processes for international humanitarian and development organizations like Relief International
  • Consultant should indicate the total cost of delivering on this scope along with estimated hours.
