Provide technical guidance and support to nationals on implementation of the third component of the Somalia Crisis Recovery Project (SCRP) in compliance with Environment and Social Management Framework (ESMF).
2. Purpose of the Consultancy
WHO country office for Somalia is supporting the Federal Ministry of Health implement the third component of the Somalia Crisis Recovery Project (SCRP), a World Bank funded project with a focus on Rehabilitating, developing, and equipping selected health facilities for the delivery of essential health services and in particular, developing critical care units of state level referral hospitals. The project will also strengthen Somalia’s Integrated Disease Surveillance and Response System and enhance laboratory capacity to ensure the timely detection and classification of pathogens.
The assignment has a four-month duration as follows
Start date: 1st December 2023
End date: 30th September 2024
Deliverable 1.1: Train nationals on management of medical and laboratory wastes in compliance with relevant guidelines including measures for safe collection, handling, segregation and final disposal of medical wastes and other hazardous materials .
Deliverable 1.2: Review Somalia Crisis Recovery Project implementation and identify gaps and areas that need to be updated in line with ESMF.
Deliverable 1.3: Train nationals on screening of received complaints from stakeholders and local communities and how to be addressed to avoid harm to local population.
Output 2: Ensure proper implementation of environment and social management framework
Deliverable 1: Coordinate with project team, government E&S specialist and state coordinators to understand the implementation of environmental and social management framework, and translate findings to identify and document areas of non-compliance with the measures under the ESMF.
Deliverable 2: Identify negative environmental and social impacts and propose appropriate mitigation measures.
Deliverable 3: Guide nationals to identify and document grievances received from project beneficiaries, to ensure transparent, accountable and early response.
Output 3: Ensure project accountability and reporting
Deliverable 1: Guide the project team on how to compile the project quarterly in line with environment and social safeguards approved templates.
Deliverable 2: Recommend structure for the project team to document identified negative and positive environmental impacts including corrective measures to mitigate negative impacts.
Deliverable 2: Support the project team to develop and maintain a register of all grievances reported by project stakeholders including beneficiaries and local communities, including solutions identified and implemented.
5. Job location
The consultant will be based in Mogadishu with frequent visits to the member states and Somaliland.
6. Recruitment Profile
Required Qualifications
Education
Essential: Bachelor’s degree in Environmental Sciences, Environmental Health or Environmental Engineering.
Desirable: Specialized training or certification in environment management; specific training in humanitarian response and or project management.
Experience
Essential
i. from 5 to 6 years of related experience in environmental management projects, monitoring, needs assessment in humanitarian context.
ii. Experience in developing and promoting collaborative partnerships.
Desirable
i. Relevant work experience in Environment management.
ii. Related experience in development and implementation of ESMF projects.
Functional Knowledge and Skills
i. Demonstrated technical skills and knowledge of the Environment Safeguards, Environmental Development, Waste Management and related areas and their implementation in emergencies.
ii. Concrete stress management skills in pressing situations and conflicting priorities.

7. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8. Travel:
The Consultant is expected to travel to member states according to an itinerary that will be developed with supervisor.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
