Key Responsibilities:
Project Planning and Implementation
- Facilitate the preparation of ESMP framework, development of grievance Mechanism and Incident Reporting through Stakeholder Engagement in accordance with the KfW Sustainability Directive (2016) that applicable to the BORDER project and other relevant WVG’s strategic objectives, policies and procedures, etc
- Ensure Minimum Labour Standards and Worker Health and Safety are in place
- Lead the development of Terms of Reference (ToR) for the Environmental and Social Impact Assessments (ESIA) and the Environmental and Social Management Plans and if applicable, contribute to the recruitment of qualified consultants and consultancy firms to carry out the agreed studies
- Ensures that environmental and social requirements are included in the tender documents
- Review draft contracts to ensure that environmental and social obligations are taken into account, and ensuring compliance with the contractual aspects of companies’ environmental and social provisions
- Ensure that environmental issues are effectively taken into account at all stages, including the implementation of activities in the field by the various players (service providers, beneficiaries)
- To develop a system of co-ordination and exchange with other institutions at local, regional and national level, in order to take greater account of environmental and social concerns at every level, and to assist in the management of environmental data and documentation.
- Establish a robust emergency preparedness and resilience implementation framework and a performance monitoring plan for all the communities and asylum seekers camps.
- Provides technical expertise on strategies and approaches, on sustainable natural management, restoration and sustainable use of resources with a view to build resilient livelihoods.
- Development of ESMP framework and grievance Mechanism and Incident Reporting
- Conduct assessment of social and environmental plans
- Community disaster risk maps and disaster preparedness plans.
Project Monitoring, Documentation, Learning and Reporting:
- Prepare environmental and social safeguard instruments and where applicable, monitor and review reports submitted by selected consultants
- Support BORDER project team to monitor and implement evaluation and audit recommendations.
- Monitor and evaluate the environmental indicators set out in the project’s environmental protection measures
- Promote utilization of data/information from progress reports, needs/vulnerability and risk assessments at project level through reflection and learning forums such as validation/follow up workshops, quarterly review meetings and management meetings or conferences for project partners.
- Documentation of project learnings, project most significant change stories, in profiling the social and environment best practices etc.
- Perform quarterly data quality assessments to ensure validity, integrity, precision, reliability and timeliness of social and environmental performance data through organising quarterly reflection meetings.

Capacity Building
- Support and work with the main project partner (IMA) to carry out disaster risk assessments and support communities in the preparation of disaster risk and preparedness plan.
- Train project staff, beneficiaries and other stakeholders on climate change, Emergency Preparedness and Response according to the project and donor requirements.
- Develop capacity of communities and local partners in the targeted districts in Environmental conservation and resource management skills and reporting in line with the donor guidelines including coaching and mentoring for project staff, partners and other stakeholders.
- Support IMA & other local partners to undertake the vulnerability and Risk mapping of their respective districts.
- Based on the analysis undertaken, vulnerability assessment and risk mapping, in coordination with the implementing partners, support the DDMCs and RDMCs to develop a one-year contingency plan taking into consideration the specific hazards within that geographical context.
- Support the development, validation dissemination of the District Contingency Plans.
- Capacity of DDMCs & RDMCs to enable timely preparedness and response to disasters like floods, drought, disease outbreaks among others are strengthened.

Partnering and External Engagements
- Work in harmony with relevant social environment safe guarding institutions and local partners to deliver social, environmental and safe guarding requirements the project
- Attend field level coordination meetings on behalf of the Project Manager related to social, environmental issues and safe guarding issues
- MoUs and field level agreements with other partners
- Reports and minutes on partner engagement
Minimum education, training and experience requirements to qualify for the position:
List academic requirements (if applicable), technical skills, or other knowledge required as a minimum qualification for this position.
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
- Minimum of a Bachelor’s Degree Qualification in Disaster Risk Reduction/Climate Change and Adaptation (DRR/CCA), Environmental Sciences, Ecosystem Management, Natural Resources Management, Geography, and any related field.
- Overall professional experience of at least 5 years in environmental assessment and environmental monitoring of development projects financed by KFW/World Bank
- Have taken part in a training course leading to the award of a training or participation certificate on the World Bank’s Environmental and Social Framework (ESF)/(PGES) KFW
- Fluency in English, French will be an advantage
- At least 4 years working experience in DRR & CCA assessments, designing and implementation of programme interventions is essential, sustainable agriculture, etc. experience in working with vulnerable people especially Women and children is desired.
- Understanding and experience of programming and advocacy in the development sector, and in particular on DRR, CCA, livelihoods, resilience building or social protection.
- At least three years prior experience of managing partnerships as well as implementing donor projects through demonstrated collaborative / networking skills and experiences including proven experience of working with Government officials with good negotiation skills, diplomacy and tactics
- Excellent understanding of relevant government policies, strategies, programme and structures related to the legal and institutional context of environmental and social assessment in Ghana, CCA, DRR, Agriculture, gender and planning processes.
- Proven experience in multi-stakeholder coordination and collaboration
- Proven experience in research and design of management, base line, information collection in DRR, CCA, Agriculture resilience
Preferred Skills, Knowledge and Experience:

- At least four years prior experience of managing partnerships as well as implementing donor projects through demonstrated collaborative / networking skills and experiences including proven experience of working with Government officials with good negotiation skills, diplomacy and tactics
- Excellent understanding of relevant government policies, strategies, programme and structures related to environmental and social studies, disaster risk reduction and climate change adaptation
- Proven experience in multi-stakeholder coordination and collaboration
- Excellent knowledge and experience of Climate Change and Disaster Risk Reduction cycle management, and Results-logical framework.
