Tasks of the consultant: The consultant’s assignment shall involve the following:
Inception: Desk reviews and preliminary consultations with critical stakeholders within in the Bank and Government of Sierra Leone (GoSL) to clarify scope and stakeholder expectations and develop a sound evaluation approach and roadmap presented in the form of an Inception report.
Data collection and analysis: The Consultant will execute the data collection and analysis strategy as approved in the Inception Report. This includes conducting in-depth document reviews, key informant interviews, case studies and field visits in Sierra Leone.
Reporting: The Consultant will produce three sector case study reports, a comprehensive draft and thereafter a final technical evaluation report that analyses the evidence gathered and synthesizes findings, conclusions, lessons and recommendations.
