The services to be provided by the consultant under this Assignment include the following:

1. Assessment of the beneficial outcomes, impacts and success stories arising from the deployment of LoCs as a tool for promoting development in Nigeria, as well as highlighting challenges and lessons learnt.
2. The assignment will involve a combination of field visits, direct engagement with end beneficiaries and a review of the various available documents, reports -both internal bank’s sources as well as external sources
3. Conduct a mapping exercise to ascertain the distribution by sector or High 5 of the LoCs in Nigeria
4. Prepare an Inception Report that covers the methodology and tools for the assignment and timelines. The inception report will also propose the structure and outline for the report.
5. Document the financial and socio-economic impacts of the Bank’s LoCs in Nigeria, including the entire range of benefits of LoCs applications to the Financial Intermediaries which are direct beneficiaries and sub-projects which are ultimate beneficiaries of the projects.
6. Assess the environmental, social and gender impacts of the LoCs on the projects on one hand and the sub-projects on the other hand and documenting challenges relating to implementation where relevant and suggesting measures to improve development outcomes.
7. Assess the impacts of LoC support on job creation (direct and indirect with sex disaggregated data where available) and value add to the Nigerian economy.
