The Bank’s programme in Somalia has grown overtime and is spread across the country. The Bank is responsible for the technical quality of programmes and projects, including their implementation. Given Somalia’s context, managing fiduciary, environmental, social and programme delivery risks is complex. To ensure effective project management and achievement of intended development results and impact, frequent interaction with Somalia-based implementers and stakeholders is important. Thus, having someone on the ground who can constantly follow-on implementation progress and identification of challenges in a timely manner would improve portfolio performance. To enhance the quality of such activities, the Bank engages an in-country consultant who assists with portfolio management, provide inputs into knowledge work and support dialogue activities in Somalia. Given that the Bank has no physical presence in Somalia, the Consultant is based in Mogadishu and is expected to engage across all Bank activities in the country under the overall guidance of the Director General/Country Manager for Somalia, and directly with the Bank’s Somalia Country Team.
