Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.

Main Purpose

Reporting to the Team Leader, the Equipment Radiation Monitoring and Handling Technician performs radiation monitoring and decontamination of Safeguards (SG) equipment according to ISO standards, and organizes the safe disposal of radioactive waste of SG equipment; stores and distributes SG assets, oversees the timely procurement and inventory of equipment; coordinates external contracts relating to storage space, services and suppliers; applies quality control measures to the equipment flow; and maintains databases and documentation/records.

Functions / Key Results Expected

Contamination Monitoring/Decontamination Activities

  • Performs ionizing radiation contamination monitoring of various SG equipment and items, which are either returned from the field or obsolete equipment to be written off. The monitoring is performed in an ISO accredited laboratory.
  • Carries out decontamination, transports radioactive waste and ensures its safe disposal.

Inventory Control/Storage Optimization

  • Optimizes equipment storage and ensures easy retrieval from the SG Warehouse (SGWH); receives, stores and distributes Safeguards’ assets in the SGWH and related storage facilities outside of the VIC; coordinates space arrangements with technical service providers; tracks SG inventories and non-barcoded items stored in the SG Warehouse and related storage facilities; takes care of office, laboratory space and supplies and maintains and controls stocks.
  • Administers SGTS inventory and stock levels according to the IPSAS accounting rules; participates in periodic stock/asset inventories.
    Coordinates equipment moves with Building Management Services.

Procurement/Monitoring of orders:

  • Initiates/follows up on requests for procurement and deliveries of supplies for SGTS (e.g. equipment components and accessories); provides stock levels to technicians and SG Inspectors and maintains appropriate stock levels of supplies and costed items.
  • Maintains contact with equipment suppliers for the purpose of acquiring new supplies, spare components, and for assistance in repair and maintenance to SGWH equipment.

Maintenance of Databases

  • Maintains various databases, such as for seals, environmental samples and the SG Warehouse, as well as the Equipment Management and Information System (EMIS/EQUIS) to enable tracking and inventory of SG equipment and/or of purchase orders.

Overall Administration of Responsibilities and Replacement Duties

  • Reports to the Supervisor figures describing the equipment flow, measurements, radiation protection matters, regulations, procedures and quality issues associated with the post.
  • As requested, acts as a back-up for other staff in different working areas.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA’s Radiation Safety Regulations.

Qualifications, Experience and Language skills

  • Completed secondary education.
  • IATA – Dangerous good regulation (personnel category 1) certificate is an asset.
  • Minimum of five years of equipment handling and warehouse management experience, preferably in a laboratory environment, with a minimum of two years of experience in database management, data retrieval applications and document management.
  • ADR driving license is an asset.
  • Basic practical expertise in radiation protection instrumentation and radiation measurements.
  • Practical experience working within either an ISO 9000 or ISO 17025 quality system is an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, Farsi, French, Korean, Russian and Spanish) is an asset.
  • Administrative skills test to IAEA standard may be part of the process.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 52860 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks’ annual vacation, pension plan and health insurance.
