About Us

The Administration Division manages the OPCW’s day-to-day human resources, finances, and logistical support, and coordinates knowledge management.

The Division also represents the Technical Secretariat during sessions of the Advisory Body on Administrative and Financial Matters (ABAF), and serves as the point of contact for the OPCW’s External Auditor.

Responsibilities

Job Summary

The IS Business Application section provide the support in conceptualising, managing and coordinating of the design, implementation and maintenance of OPCW application systems, software packages, systems integration and business intelligence projects. The section is also responsible for the implementation, configuration and supporting all queries and reporting tools, comprising multiple modules, to automate administrative and program support functions of the Organisation.

Main Responsibilities

Under the supervision of the Head, IS Business Applications , the incumbent performs the following duties:

  • Perform functional/requirements analysis, feasibility studies and design for ERP solution based on Unit4 (e.g. human resources, payroll, Accounts Payable, Accounts Receivable, General Ledger, Planner, Travel expenses, Asset management, procurement, etc.);
  • Provide technical expertise and knowledge in reviewing; specifications, building reports and defining processes around report solution within the Unit4 Business world and OPCW BI / Analytics platform;
  • Facilitate the testing of the ERP systems whenever fixes or upgrades are applied, ensuring that the end to end business process testing is successfully completed. Liaising with the application Support team to ensure that any errors arising during the testing a resolved and re-tested;
  • Advise on business process improvements and solutions to address business needs in consultation with ERP process owners, consultants and third party vendors.

Qualifications and Experience

Education

Essential:

  • Advanced university degree in Computer Sciences, Management Information Systems, Finance, and Business Administration or related. A first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree. Equivalent or specialised training in combination with minimum 11 years of qualifying experience may be accepted in lieu of a degree.

Desirable:

  • Relative training in appropriate information technologies, database modelling, system design and application software.

Certification:

  • Certification in Unit4 Business World system administration and configuration is desirable.

Knowledge and Experience

  • At least five years of related experience in the implementation of ERP solutions based on Unit4 (e.g. Human Resources, Payroll , Accounts Payable, Accounts Receivable, General Ledger, Planner, Travel expenses, Fixed Assets, Assets management, Procurement, etc.);
  • At least one full cycle implementation experience in Unit4 Business World ERP;
  • Experience in managing application support service contracts.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.

The mandatory age of separation at the OPCW is 65 years.

Fixed-term staff members participate in the OPCW provident fund. A monthly staff contribution is met with a doubled amount by the OPCW to ensure separating staff have the capital necessary to move on to new challenges.

The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
