Organizational Setting
The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.
The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA’s ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.
The IAEA’s Enterprise Resource Planning (ERP) system, known as the Agency-wide Information System for Programme Support (AIPS), was implemented in a multi-phased phased approach beginning in 2011 and completing in 2017. AIPS provides a single, fully-integrated solution that standardizes and improves efficiency of business processes by leveraging the Oracle ERP suite of products. AIPS encompasses 8 business domains: finance, procurement, programme and project management, planning and budgeting, human resources and payroll, contacts, travel and events management. The AIPS Management Section (AMS) within the Division of Information Technology manages the operations, maintenance, improvements, and support for the AIPS system in collaboration with business process owners. The AMS Section consists of approximately 20 staff members and is led by a Section Head, who reports to the Director of Information Technology/CIO.
Main Purpose
Reporting to the Section Head AMS, the ERP Technical Lead provides management and operational support, and authoritative advice to the Section as a technical specialist in Oracle Applications technologies (including Oracle Fusion Cloud ERP technologies). The Technical Lead, in consultation with other system experts and SMEs, participates in defining functional and technical requirements, and leads the development, testing and deployment of CEMLI (Configuration, Extension, Modification, Localization and Integration) objects and custom developments within Oracle Applications or Oracle Fusion Cloud ERP Applications. Finally, the ERP Technical lead coordinates the infrastructure related activities and services delivered by the hosting partner, the cloud providers, and other providers of infrastructure services to ensure smooth operation.
Role
The ERP Technical Lead is: (a) a leader and specialist in Oracle Applications and Oracle Fusion Cloud ERP Applications techniques/standards managing on-going operations ensuring the stability, integrity and agreed availability of the technical solution and maintains the AIPS Business Continuity Plans (BCP) in consultation with all the stake holders; (b) a leader and technical expert managing the development of all new CEMLI components and using the applicable IT platforms (mainly Oracle Tools and Technologies, including Oracle Cloud specific ones) and ensuring adherence to applicable standards and policies; (c) an architect and technology expert, proactively planning and providing expert advice on secure implementation of changes including any kind of application, technology and infrastructure upgrades are implemented in a timely manner to support growth/continuous improvement of operations and adherence to best practice and technical standards.
Functions / Key Results Expected
Provides technical solutions to business problems as part of on-going maintenance of AIPS Oracle ERP, solicits inputs from other specialists including the implementation partner, infrastructure vendors, cloud vendors and software vendors, ensure that business objectives are achieved by focusing on best practices and process improvements.
Manages the execution and delivery of development, implementation, migration or upgrade projects, including problem definition and recommendation of changes to systems, infrastructure or processes while ensuring the Agency’s policies and procedures related to security are followed.
Responsible for ensuring the AIPS release management process and change management processes are strictly followed. Acts as a quality gate keeper in ensuring the code deployed to the production instance is as per agreed software standards, guidelines, and security policies. Also ensures the code versions are properly maintained, versioning software tools are updated (e.g. SVN) and all the related documents are properly updated.
Responsible for managing the implementation of CEMLI objects and custom developments, in cooperation with key users, ensures debugging and adequacy of the technical and cloud infrastructure, as well as data accuracy.
Manages the instances strategy, oversees infrastructure maintenance and the System Development Life Cycle process, liaises with the IAEA infrastructure provider and the various software and cloud vendors to resolve any issue related with software upgrade, implementation, migration, or bug fixings.
Proactively identifies the improvements to the AIPS application through various upgrades such as RUP/CPU/Version upgrades, cloud software version upgrades, and liaises with Software Vendors and other AMS team members to implement them.
Identifies ERP security risks and in cooperation with IAEA’s CISO ensure that remediation actions and controls are adequately implemented.
Maintains the AIPS Business Continuity Plans (BCP) in consultation with all the stake holders.

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 46937*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
