CGIAR is a global research partnership for a food-secure future dedicated to transforming food, land, and water systems in a climate crisis. It is comprised of 11 Research Centres that are non-profit research organizations conducting innovative research. These Centres are home to more than 9,000 scientists, researchers, technicians and staff.

CGIAR recognizes that operating according to the highest ethical standards is a prerequisite to being able to deliver on its vision. CGIAR adheres to the Core Ethical Values of Integrity, Dignity and Respect, Sustainability, Excellence and Innovation, and Partnership, as set forth in the CGIAR Ethics Framework. The Ethics and Business Conduct (EBC) office was established in July 2021. It provides confidential advisory services, policy input, training and development culture and is also involved in areas of Environmental – Social and Governance (ESG) matters as well as Research and Ethics. EBC is also mandated to investigate allegations of misconduct on the part of CGIAR staff.

EBC’s workload has been increasing steadily since the function was established. While working towards creating and filling staff positions, EBC is seeking to hire a consultant whose mission will be to support EBC’S administrative and operational needs as described below, allowing the core team to focus on other strategic areas of the Office’s mandate and workplan.

Key responsibilities, tasks, activities:

Under the overall guidance of the Director, supervision of the Director for all ethics related matters, and direct supervision of the Head of Investigations for all investigative related tasks, the incumbent will perform the following duties:

Operational support

– Assist in the review, development and revision of templates, Standard Operating Procedures and guidelines of the Ethics and Business Conduct Unit.

– Maintain administrative procedures and systems, including case-load monitoring system, status reports to various stakeholders.

– Organize current EBC folders and drives.

– Update and manage the Investigation Portal, ensuring the latest templates are uploaded

– Update and prepare ethics declaration forms/agreements (such as conflict of interest, confidentiality, gifts), in partnership with Board Council & Relations (BCR)

Information support

– Update and maintain the Ethics website and portals

– Identify and work closely with potential ethics and compliance focal points at CGIAR Centre level

– Provide substantial input in the design and creation of internal databases (such as confidential records management systems, training tracker system) and ensure that the data is up to date and complete

– Prepare a variety of reports, presentations, tables, lists, statistics, and diagrams

Training function support

– Liaise with P&C focal points at Centres’ level, to identify, list and build a central repository of CGIAR wide training materials available

– Provide substantial input into the design of training events and educational materials

– Organize learning events (HQ, (sub)Regional)

– Under the supervision of the Ethics Associate, plan webinars (logistics)

Investigation function support

– Assist with the intake function for new complaints: record and respond to incoming complainants

– Identifies, collects and analyses information, using internal data (from CGIAR Centres) and open-source information relevant to investigations, demonstrating an understanding of information security and confidentiality issues relevant to investigation.

– Compile all relevant background information and reference material while referencing relevant sections of CGIAR policies & procedures. And identify issues requiring the Director’s and/or Head of Investigations’ attention for input into the Preliminary Assessment Reports (PARs). In non-complex cases, prepare the PARs or case closure notes.

– Prepare presentations for monthly updates to management

Perform any other duties assigned by the Director, and the Head of Investigations.

Requirements

Knowledge and Experience (Firm):

  • A minimum of two of relevant experience in one or multiple areas of investigations, ethics, compliance, administrative law or other related fields.
  • In-depth understanding of theories, concepts and approaches relevant to ethics, investigations and associated processes.
  • Experience in an International Organization (UN system or multilateral context) highly desirable.
  • An impeccable record for integrity and ethical behavior.
  • Experience in drafting, reviewing, editing and quality control of documents of an investigative or legal nature.

Qualification Skills & Experience :

Essential:

  • Command of English indispensable
  • Solid analytical / critical thinking skills
  • Excellent organizational skills with the ability to support multiple projects
  • Ability to work independently and collaboratively.

Desired:

  • Knowledge of another official language (such as Arabic or Spanish) is desirable.
  • Good knowledge of SharePoint
