Your team
Within the Office of the Director General, the Private Office of the Director General provides support and advice to the Director General in the execution of the DG duties towards the Organisation.
Your role
Your role will be to:
Develop, strengthen, implement and monitor the Agency’s ethics strategy, programme, policies and procedures to ensure core values harmonisation across the Agency, compliance with EUROCONTROL applicable rules and alignment with generally recognised ethics standards.
Advise management on ethics related matters (e.g. whistleblowing, conflict of interests, alleged fraud, anti-harassment process, etc.) and, in particular, on how to respond to emerging ethics issues that may impact EUROCONTROL’s proper functioning or reputation.
Investigate and resolve ethical concerns and complaints, ensuring confidentiality and showing integrity throughout the process.
Review existing Agency’s processes such as the whistleblowing process, ensuring confidential reporting without fear of retaliation.
Assess regularly the effectiveness of the ethics framework and recommend improvements and remedial actions, as needed.
Organise and provide Agency-wide ethics info and training sessions (and regular refreshers) to promote ethical conduct, awareness of ethics related rules and standards, understanding of and adherence to those.
Collaborate with management to develop and implement strategies to prevent unethical behaviours and promote a culture of integrity.
Cooperate with external stakeholders to engage in discussions on relevant topics related to ethics standards and best practices, fostering a dynamic exchange of ideas and insights.
Champion diversity and inclusion initiatives by promoting an inclusive workplace culture that respects and values individual differences (e.g. in recruitment, personal development, etc.).
Prepare reports and presentations on ethics-related matters and foster open and transparent internal communication, responding to inquiries and concerns related to ethics and compliance.
Carry out any other task in line with the main purpose of the job.
Completed university degree of 4 years in a relevant field (e.g. Ethics, Law, Public Administration, HR, Social Sciences).
Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
Certification in ethics/compliance management or related field would be considered an advantage.
A minimum of 5 years’ relevant professional experience to carry out the described tasks, acquired in a complex environment, preferably in an international or public sector organisation.
Experience in ethics, compliance management and legal requirements.
Effective presentation skills and experience or ability to provide training.

The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. Knowledge of French (at least at level B2) would be considered a significant advantage. Candidates with no knowledge of French will be required to become, at least, a basic user of French (level A1) by the end of the probation period.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
Internal candidates
If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
