About the position
The Ethics Senior Officer will be serving as the organization’s internal control point for ethics allegations, complaints, and conflicts of interest, the Ethics Senior Officer plays a key role in ensuring the Alliance operates ethically in compliance with legal and regulatory standards. They guide and counsel staff on Alliance Ethics-related policies ensuring that all policies and procedures are aligned and promote our ethical standards. The Ethics Senior Officer receives Ethics-related complaints, conducts an initial review, and may investigate or refer them to other areas as appropriate.
The Ethics Senior Officer advances the Alliance Ethics framework through programs, training and inductions that enhance awareness and encourage engagement and adherence among staff. The Ethics officer reports directly to the Alliance Director General and to the Alliance Board Chair.
Key Responsibilities
· Receive and undertake a preliminary assessment of Alliance ethics-related complaints or allegations and make recommendations on follow-up.
· Develop and maintain methodologies and procedures for the handling and processing of complaints and allegations.u202F
· Tailor approaches on the conduct of reviews and investigations involving allegations of misconduct to ensure compliance with ethical standards, policies, and codes.
· Design and implement ethics awareness programs, trainings, and workshops to embed and promote a culture of ethics, integrity, and compliance throughout the organization.
· Provide guidance and counsel to leaders and staff on the organization’s Ethics framework, policies, and procedures.
· Engage with other departments, such as Human Resources, Organizational Development Unit, and Legal, to build and maintain effective ethics systems, address ethics-related issues and ensure Alliance policies and procedures are aligned and consistent with Ethics policies.
· Foster collaboration with the Office of Business Conduct and contribute to the ongoing refinement of the CGIAR Ethics framework, supporting its relevance and effectiveness at the level of the Alliance and the broader dynamic system environment.
· Devise a framework of approaches for investigations into alleged misconduct and oversee investigative processes carried out externally as foreseen under the framework are concluded according to prescribed requirements and timelines.
· Build tools, processes, and procedures to ensure that advice and guidance on ethical issues are provided to support program delivery while ensuring compliance with all applicable laws.
· Adapt ethical standards and inform the creation of metrics and standards that assure compliance to ethics amidst evolving conditions.
· Generate Ethics compliance reports and data, extract insights and make recommendations to tackle emerging issues and trends.
Qualifications and requirements
· Bachelor’s and master’s degree in business administration, Law, compliance or related fields.
· Substantial experience in an ethics-focused role, preferably in an international organization or corporate setting.
· Strong understanding of ethical principles, compliance, and governance.
· Strong communication and interpersonal skills and the ability to build trust and work effectively with a wide range of stakeholders in a fast-paced, multicultural work environment.
· Ability to operate credibly and effectively at senior levels, contributing across a wide range of research issues and positively influencing strategic unbiased decision-making.
· Ability to handle sensitive and confidential information with discretion and professionalism.
· Analytical mindset and problem-solving skills for effective investigation and resolution of ethics-related issues.
· Proven ability to integrate, inspire and develop multidisciplinary teams and manage talent, with a strong commitment to promoting diversity, knowledge sharing, and staff development.
· Demonstrated ability to work effectively as part of a team with people in a multi-cultural and multidisciplinary environment.
· Proficiency in developing and delivering training materials.
· Consistent record of upholding the highest ethical standards by inspiring trust and treating all people with respect.
· Detail-oriented mindset, with the ability to maintain accurate records and documentation.
· Excellent verbal and written communication skills in English and Spanish (oral and written).
Terms of employment
This is a nationally recruited position placed at a BG10, on a scale of 14 levels, with level 14 being the highest.
The selected candidate will be hired under a fixed term contract of one to two (1 to 2) year period, subject to a probation period, and according to applicable local legislation. The contract is renewable subject to satisfactory performance and availability of resources.
