Your team

Within the Network Management Directorate, in the Network Management Directorate, “Infrastructure” works with all aviation stakeholders to ensure their Network infrastructure supports the evolving needs of the Network operations, whereby providing amongst other: Network CNS coverage, information Management, NewPENS, Cyber Security and Deployment Services in a cost-effective, proactive and coordinated manner with our stakeholders.

Your role

Your role will be to:

  • Support the oversight of the EAD Data Operations services in accordance with the Service Level Specifications (SLS) set with the external Data Operations Provider (DOP). This includes conducting or contributing to regular performance reviews and organising quarterly EAD Service Provision Meetings (ESPM) with the DOP.
  • Participate to the negotiation of (sourcing) contracts and the Service Level Specifications related to EAD Data Operations, with the external data operations provider, when required.
  • Execute tasks as mandated to EUROCONTROL by its Member States to ensure effective EAD data operations:
    • Support the oversight of the data quality and data consistency activities performed by the DOP.
    • Review the operational documentations developed by the DOP,
    • Contribute to the oversight of the static data maintenance activities and the international NOTAM operations.
    • Participate to the annual business continuity test.
    • Contribute to training operations (ensure KPIs are met, identify new training needs, etc.).
  • Contribute to the oversight of the quality control procedures applied by the DOP in accordance with the SLS; identify and rectify discrepancies or errors in the database to ensure integrity and quality.
  • Participate to the preparation of audits of the EAD data operations (gather and prepare relevant data, etc.) to maintain the Network Manager certification as Aeronautical Information Service Provider in accordance with the regulatory requirements in the Implementing Regulation (EU) No. 2017/373.
  • Contribute to the successful development and implementation of the future Data Operations Service in iDL and within the next generation of NM systems and infrastructure (iNM programme).
  • Prepare and, when needed, present technical papers to various meetings including user and stakeholder groups (e.g. aeronautical information service providers, ANSPs), and lead or contribute to discussions, projects and activities as needed.
  • Support the EAD customer management activities, including:
    • Address customer inquiries on data operations matters and provide expertise, as needed.
    • Gather and analyse customers’ feedback on data operations matters.
    • Provide customers with support and information about EAD products and services, with a specific focus on data operations services.
    • Other customer-related tasks, as required.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of 4 years in a relevant area (e.g. Engineering, ATM) or of 3 years and 1 year of relevant experience.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Minimum 3 years’ relevant working experience to perform the advertised responsibilities.
  • Experience in Aeronautical Information Services (AIS) and Aeronautical Information Management (AIM).
  • Understanding of European regulations and standards related to aeronautical information services.
  • Experience with customer management activities.
  • Familiarity with quality control techniques.
  • The following would be considered an asset:
    • Experience with aeronautical data formats, such as AIXM (Aeronautical Information Exchange Model) and applicable ARINC (Aeronautical Radio, Inc.) and EUROCAE standards.
    • Experience in AIS / AIM organisation or DAT provider organisation.
    • Understanding of EAD.
    • Knowledge of Air Traffic Management (ATM)
  • Technical drafting skills (English).

    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
