To plan and manage evaluation assignments of moderate complexity, assessing the performance and results of policies, programmes, and activities of WFP for accountability and learning to inform future direction; and contribute to embedding an effective evaluation culture and function and evidence generation and use throughout WFP to support evidence-based decision making.

• • Contribute to the management of evaluation processes and budgets to support the production of independent, credible evidence that meets high professional standards in line with UN norms and standards and codes of conduct for evaluation in the UN system, embodied in WFP’s Decentralized Evaluation Quality Assurance System (DEQAS).
  • Assist in sourcing, hiring and supervising external consultants to ensure the production of evaluations that meet DEQAS requirements.
  • Engage with stakeholder groups, both internal and external to WFP, appropriately in the evaluation process and manage communications.
  • Support WFP’s evaluation culture of accountability and learning through analysis of evaluation evidence and lessons; preparation of syntheses and/or summaries of evaluation findings and recommendations; and contribute to preparing presentations of these, adapting messages to specific audiences and platforms.
  • Work with internal and external stakeholders to enhance learning from and use of evaluation evidence in policy, programme and project design.
  • Analyse responses and actions taken by management in implementing evaluation recommendations in policy, strategy, programme and/or project design and support provision of clarification/advice on evaluated issues.
  • Support application of the normative framework, quality support and assessment mechanisms and reporting on decentralized evaluation.
  • Keep abreast of methodological developments in evaluation and contribute to the development of evaluation methodologies and tools to support continuous improvement in evaluation processes.
  • Support the CO team in the development and continuous improvement of theories of change that support performance measurement and program evaluability.
  • Strengthen the team’s (and partners’ staff as required) capacity in monitoring, evaluation, research, evidence, theories of change, qualitative monitoring and other related topics.
  • Other as required.
