Result of Service

The ultimate result of this consultancy will be a report including a set of evidence-based recommendations to maximize the effectiveness of future CMT and HIM training delivery and the evaluation findings will contribute to monitoring results for increased financial accountability.

Duties and Responsibilities

The consultant will report directly to the Office of the Director and will be under the overall supervision of Director, DRO.

The consultant will be responsible for designing and conducting the evaluation of the UNDSS Crisis Management and Hostage Incident Management (HIM) training materials and delivery as stipulated in the evaluation Terms of Reference, including the submission of an evaluation report, presentation of findings and final results, and the submission of the final Evaluation Report. The consultant will be responsible for editing and proof-reading the final draft before the last submission in an editable format.

Qualifications/special skills

• Advanced university degree (Master’s degree or equivalent) in evaluation, social sciences or a related area is required.
• At least seven years of progressively responsible relevant experience in evaluation is required.
• At least five years of relevant professional experience in design, management and conduct of evaluation processes with multiple stakeholders, survey design and implementation, or project planning, monitoring and management are required.
• Experience in at least three evaluations with international (development) organizations is required.
• Proven experience in quantitative and qualitative data collection and analysis methods, particularly self-administered surveys, document analysis, and informal and semi-structured interviews is required.
• Prior relevant experience in evaluation of security-based training, crisis/contingency planning and hostage incident management is desirable.
• Prior experience working in fields related to security-based training, crisis/contingency planning and hostage incident management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in oral and written English is required. Working knowledge (reading and oral) of another official United Nations language is desirable.
