The evaluation will have the following specific objectives: • Provided an overall independent assessment of the performance of the project, evaluating to what extent it is achieving its expected outputs and outcomes, capturing effectively lessons learnt and providing information on the nature, extent and where possible, the impact of the project; • Highlighted achievements and identify gaps in the project implementation and assess the degree of success in addressing challenges that were encountered; • Assessed to what extent human rights and gender issues have been suitably addressed in the project implementation; • Analyzed synergies, coordination and complementarities with other relevant initiatives held by the Global Programme on Cybercrime.

Duties and Responsibilities
Under the overall supervision of the Head of the Global Programme on Cybercrime and with the support of a consultant with technical specialization in countering cybercrime, the consultant will perform following tasks, all directed to: verify, analyse and assess the performance and impact of the project Advancing the capabilities of West Africa and Southeast Asia to prevent and combat cybercrime towards the achievement of the 2030 Sustainable Development Agenda”: 1. Lead and undertake the preparation and undergoing of a project evaluation, including the development of a methodology of work, data collection tasks, analysis of results, drafting of the report and presentation of the conclusions and recommendations. 2. Supervise and manage one consultant supporting the evaluation process, ensuring coherent and technically sound results, in accordance with the expected quality standards.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in Business Administration, Public Administration, Social Sciences, Economics, International Development, Law, Politics, or related field relevant for evaluation is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. A minimum of ten (10) years experience undertaking evaluations, including evaluation of technical assistance projects is required; Experience in working in the area of cybercrime and/or related organized crime issues and strategies is desirable; Previous work experience with the United Nations system and/or other international organizations is desirable;
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.
