A. Support the development of a evaluation methodology and provision of advice on the evaluation of technical advice activities on cybercrime. Substantive recommendations for the development of the methodology shall consider the specialized nature of technical advice activities in the field of cybercrime, including tailoring the means of verification and qualitative and quantitative indicators, sources of information, and methods used to analyse and collect information, indicating any limitations. B. Implementation of data collection and systematization tasks with a view to: (i) assess the relevance, efficiency and effectiveness of the implementation of the activities and how to increase the likelihood of impact of upcoming activities; (ii) derive lessons learnt and recommendations of change for the future of other projects implemented by the Global Programme on Cybercrime. This deliverable shall include at least: a desk-review of the project and its activity and financial reports, interviews with the project personnel and key stakeholders, data collection and systematization related to the analysis of the implementation of human rights and gender-based approaches. C. Support the drafting of the draft evaluation report. D. Support the drafting of the final evaluation report incorporating the observations received from the Global Programme on Cybercrime. E. Presentation of the conclusions of the evaluation report via video conference.

Duties and Responsibilities
Under the guidance of the Lead Evaluation Consultant and the overall supervision of the Head of the Global Programme on Cybercrime, the consultant will perform the following tasks, all directed to: verify, analyse and assess the performance and impact of the project “Advancing the capabilities of West Africa and Southeast Asia to prevent and combat cybercrime towards the achievement of the 2030 Sustainable Development Agenda”: 1. Support the preparation and implementationof a project evaluation, including the development of a methodology of work, data collection tasks, analysis of results, drafting of the report and presentation of the conclusions and recommendations; 2. Advice and provide recommendations to the Lead Evaluation Specialist on the implementation of evaluation tasks in the field of prevention and countering of cybercrime.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in Social Sciences, International Relations, Law, Politics, Criminal Justice with a focus on cybercrime (cyber-dependent or cyber-related crime) or related field is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. A minimum of seven (7) years experience in the area of cybercrime and/or related organized crime issues and strategies is required; Previous work experience in programme management or programme support is desirable; Work experience in supporting evaluation processes is desirable; Previous work experience with the United Nations system and/or other international organisations is desirable;
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.
