Background and Organizational Context

Paraguay has established a vision for a more sustainable and inclusive society in line with the Sustainable Development Goals (SDGs) with its National Development Plan Paraguay 2030 (NPD). Following implementation of the previous Country Programme that supported strengthening of democratic institutions, improvement of governance effectiveness, reduction of poverty and inequalities and addressing climate change and biodiversity issues, UNDP as a key development partner of the government of Paraguay will implement the new UNDP Country Programme for the period 2025-2029, striving to deliver on a programme portfolio that is responsive to the NPD and through a platform for the continuous integration of the 2030 Agenda that is underpinned by innovation, promotion of “whole-of-government” and “whole-of-society” responses in order to leave no one behind, and in coherence with our UN partners.

UNDP, as the main development agency of the United Nations, has a unique position to help countries and articulate efforts to achieve sustainable development. In Paraguay, it works with a comprehensive and multisectoral approach, supporting national processes that involve planning, coordination, legislation development, and monitoring. UNDP works with State institutions at the national and territorial level as well as with groups from civil society, academia, and the private sector. UNDP, as a key development partner, will implement the new Country Programme for 2025-2029, approved by the Ministry of Foreign Affairs. The new UNDP Country Programme aligns with Paraguay’s National Development Plan. It aims to enhance social protection, socio-economic development, environmental sustainability, and institutional strengthening. This programme leverages UNDP’s comparative advantage in these areas to contribute effectively to Paraguay’s sustainable development, ensuring no one is left behind and fostering innovation, digitalization, and cutting-edge technologies.

Under the guidance of the Resident Representative and Deputy Resident Representative, the Executive Associate to RR/RC ensures effective and efficient functioning of the front office, coordination of its daily activities, full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow and follow-up on deadlines and commitments made.

The Executive Associate works in close collaboration with UNDP staff, UN Agencies and national authorities to ensure efficient flow of information, actions on instructions, agendas.

Position Purpose

Under the guidance and direct supervision of the Resident Representative (RR), the Executive Associate ensures effective and efficient functioning of the RR’s/DRR’s office, full confidentiality in all aspects of assignments, maintenance of protocol procedures, and management of information flow and follow-up on deadlines and commitments made. The Executive Associate promotes a collaborative, client-focused, high quality and results-oriented approach in the operations of the RR’s /DRR’s office.

The Executive Associate to the RR and DRR works in close collaboration with UNDP staff, UN Agencies, national authorities, international organizations, and other stakeholders and external entities to ensure efficient flow of information and follow through on actions, instructions, commitments and agendas.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Key Duties and Accountabilities

1.)   Ensure effective and efficient functioning of the Resident Representative (RR) office.
Example of Duties:
  • Maintain the supervisor’s calendar and contacts with high-ranking visitors, arrange appointments and meetings, take minutes, act as an interpreter, and/or prepare informal translations when required.
  • Maintain protocol procedures as well as profiles, rosters and telephone lists of high-level partners and contacts.
  • Compile research and prepare high quality briefing materials for supervisors for appointments, meetings, missions, and for use in discussions.
  • Manage Resident Representative and Deputy Resident Representative missions and representation schedule.
  • Prepare correspondence, directives, and comments on behalf of RR/DRR for his/her signature and follow-up when required.
2.)  Provide effective communications support to the office to facilitate essential flow of information.
Example of Duties:
  • Maintain paper and electronic filing systems to ensure safekeeping of confidential materials and accessibility of documents.
  • Coordinate information flow in the office,and follow up on circulation files.
  • Facilitate information sharing between the RR’s /DRR’s Office, UN Country Team, and the UN Coordination Unit.
  • Follow up on deadlines, commitments made, and actions taken; and coordinate the collection and submission of reports to the RR/DRR.
  • Screen all incoming calls and correspondence.
  • Provide advice to senior officials on national protocols and UN related procedures.
3.)  Facilitate knowledge building and management in the Country Office.
Example of Duties:
  • Provide sound contributions to knowledge networks and communities of practice.
  • Organize specialized training for secretarial and/or support staff.
  • Organize training for UN staff on coordination, administration and protocol issues.
  • Support the CO efforts in partnerships and resource mobilization strategies, including private sector areas or others.
Performs other duties within the functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Requirements:

Education

  • Secondary Education is required.
  • A university degree in Social Sciences, Management, Business Administration, Public Administration, Finance or equivalent will be given due consideration, but is not a requirement.

Experience, Knowledge, and Skills

  • Minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of relevant experience is required;
  • Experience in the use of computers, office software packages (MS Word, Excel, etc), and in handling web-based management systems, is required;
  • Relevant progressively responsible secretarial,  administrative, and/or programme experience, is desirable;
  • Experience in event organization including protocol aspects is desirable;
  • Experience working in an UN environment is an asset.

Language Requirements 

  • Fluency Spanish and English is required.
