JOB DETAIL

JOB SUMMARY:

The Executive Director for Global Advocacy works with the Vice President for US Programs and Policy Advocacy to shape, coordinate, support and connect CARE USA’s advocacy at the country, regional, and global levels to achieve the organization’s ambitious Vision 2030, which aims to positively impact the lives of 200 million people. The Executive Director supervises a team of senior advocate leaders working on areas for which CARE USA leads the global federation: health equity and rights, food-water-nutrition security, scaling up of Village Savings and Loans Associations (VSLAs), and gender justice. The ED works with regional and country teams to define focused, achievable and meaningful policy advocacy goals, and coordinates capacity strengthening for country teams to raise funds for and conduct impactful advocacy. The ED will assist CARE in decolonizing its approach to advocacy in myriad ways, for example, by ensuring that agendas are based on the priorities of grassroots people and movements, and making space for local advocates to speak directly to institutions of power. The ED ensures that the necessary resources are raised to support strong global advocacy and that funds are managed transparently for their best use.

RESPONSIBILITIES:

Resource Mobilization The ED proactively raises funds for CARE’s country, regional, and global advocacy working closely with the resource development team and VP/USPPA. The global advocacy budget is approximately $3M annually currently, with plans to grow to $5M+. Strategy, Planning and MEAL The ED leads the global advocacy team’s annual and quarterly planning cycles, and supports the lead advocates in being focused and strategic in pursuing their goals. The ED ensures that country offices and advocacy leads are completing advocacy impact evaluation tools to capture wins, and that regular impact evaluations are being conducting for highly impactful wins. The ED also participates in organization- and confederation-wide strategic planning processes. The ED may lead specific advocacy campaigns that cross technical areas or are global in focus. The ED will be an active participant within the CI Advocacy Working Group, including providing strategic inputs as a member of the AWG Core Group, and supporting the delivery of its work plan. Personnel and financial management The ED motivates and supports the global advocacy leads to perform with excellence and achieve their advocacy goals. Will work on team member professional development, performance management, skill building, and coaching. The ED partners with each director to actively and transparently manage budgets in line with donor requirements and timelines. Will work with the finance team to develop sound budgets for proposal submissions. Representation The ED acts as a senior organizational representative, as needed, in country, regional, and global forums. The ED may be the lead representative for CARE with coalitions, multi-stakeholder groups, and in high-level political forums.
