JOB DETAIL

Under the overall supervision of the Programme Coordinator (Site Development) and the direct supervision of the Site Development Operation Officer (Engineer), the incumbent will oversee and lead the field implementation of the programme’s activities in camps, including but not limited to engineering design and construction for new site development interventions; maintenance and improvement works of existing sites.
1.    Lead the implementation of the site development projects in accordance to the instruction of the Field Operations Officer (Site Development) and submit regular updates of the status of SD operations in the camps.
2.    Train and guide the Field Operation Assistants, the SD focal persons  of the camps under his/her supervision in the implementation of works, team management and coordination tasks.
3.    Provide technical advice and coordination support on specific thematic areas relevant to the Site Development operations in all camps as identified by the Site Development Operation Officer (Engineer) and the Programme Coordinator -Site Development.
4.    Carry out regular field visits to project sites to monitor construction works, and report standards and quality of site development infrastructures. Verify that works are carried out in accordance to the technical specifications ensuring the mainstreaming of technical advice across several camps.
5.    Provide guidance to field teams on technical aspects of IOM construction work in the specified technical area, including bills of quantities (BoQ) calculation, work scheduling, tendering, technical specification, monitoring and evaluation, and contract administration.
6.    Resolve construction related matters with vendors and construction contractors;  review vendor competency, experience and work plans and track progress of the construction against the agreed upon work plan; and ensure adequate monitoring of materials and beneficiary engagement.
7.    In coordination with the Site Development Operation Officer (Engineer) and the Site Management Support agency, promote community participation and ownership through ensuring the liaison from field staff with beneficiary communities, supporting community engagement and ensuring that activities are implemented to reflect coverage and prioritized needs.
8.    Liaise with IOM camp level government agencies and other key stakeholders to coordinate project implementation.
9.    Plan and coordinate capacity building to site development field support staff, technical mobilisers and cash-for-work groups.
10.    Extend technical support to multiple camps as required and ‘out of camp’ settlements to support project management.
11.    Perform such other duties as may be assigned.

EDUCATION
•     Bachelor’s degree in architecture, Civil Engineering, or a related field from an accredited academic institution with five years of relevant professional experience; or
•     Master’s or Equivalent Architecture, Civil Engineering, or a related field from an accredited academic institution will be an advantage.

EXPERIENCE
•     Demonstrated professional experience in projects for the implementation of civil infrastructure, managing medium to large scale construction and community-based projects and working with local communities is required.
•     Experience in local construction materials and technologies is required
•     Experience with International Organizations and/or NGOs is an advantage
•     Experience in camp rehabilitation and site development is an advantage
•     Experience in construction modality engaging cash-for-work beneficiaries is an advantage.
•     Experience in contract administration/ quantity surveying is an advantage
•     Experience working within the region an advantage
