Site Management Support is an operational programme of the Site Management and Site Development Unit of IOM Cox’s Bazar, Bangladesh which is integral to the Rohingya Refugee Crisis Response. Site Management Support activities include camp coordination of stakeholders, field assessments, support to camp actors for distributions, service monitoring, community engagement, communications with communities and throughout the refugee camps in Cox’s Bazar District, Bangladesh.
Under the overall supervision of the Site Management Coordination with the support of Site Management Technical Officer (roving), the incumbent will lead the implementation of the programme’s activities in camps, including but not limited to the coordination of all actors in camps, monitoring of services and enhancing community participation in decisions affecting their lives.
1. Independently lead the implementation of IOM site management support operations in camps and supervise the site management field team.
2. Coordinate with camp stakeholders using S/CCCM Sector developed tools, support the establishment and maintenance of an effective system of coordination of service provision allocation of service providers to ensure equity of service provision.
3. Maintain an updated record of camp stakeholders contact details, prepare and disseminate relevant information packages and reports about IOM’s SMS activities targeting local stakeholders s.
4. Liaise with camp authorities, sectors, partners, institutions, civil society, and other relevant camp stakeholders, for effective coordination and information exchange with them. Ensure mobilization and participation of the camp and host populations at site level, with particular emphasis on meaningful inclusion of women, children, elderly, and persons with disabilities into decision-making processes.
5. Coordinate necessary Government clearance and permissions for implementation of activities in camps according to IOM policies and official approval guidelines
6. Actively participate in camp contingency planning based on worst-case scenarios in terms of emergency support and population movements.
7. Propose, implement and update effective service provider referral mechanisms in close collaboration with relevant stakeholders.
8. Work with IOM and other Site Development and Improvement actors to identify and prioritize interventions in camps.
9. Participate in negotiations with the local government and landowners for the use of land or facilities for IOM operations purposes.
10. Facilitate in requesting and processing Site Management Support team’s administrative, HR and logistical needs.
11. Assist on recruiting and capacity building of volunteers and third-party contractors’ personnel and ensure coordination to the SMSD unit’s programme support team and the Human Resources team.
12. Provide substantive technical contribution for the development of IOM site management standard operating procedures as well as other strategic documents including tools and system.
13. Perform such other duties that may be assigned by the supervisor.
EDUCATION
• Bachelors or Equivalent in International Relations, Political Science, Engineering, Architecture, Social Science, Business or Public Administration, or a related field with four years of relevant professional experience.
• Masters or Equivalent or Higher in International Relations, Political Science, Engineering, Architecture, Social Science, Business or Public Administration, or a related field will be an advantage.
EXPERIENCE
• Experience with International Organizations and/or NGOs an advantage
• Practical experience in emergency responses in the field, crisis, post conflict and other displacement situations.
• Experience in Site Management, relocation, cash for work, Shelter/NFI, and project management
• Ability to supervise and coach large numbers of staff
• Experience working in Rohingya Response an advantage.
