Timely and accurate information is integral to successful coordination of humanitarian action in a site setting. The ability to build capacity of staff, collect, analyse, disseminate and act on data pertaining to the protection and welfare situation of sites residents is fundamental to an effective intervention. For information to support analysis for operational and strategic decision making, shared standards and common approaches are required to facilitate delivery and monitoring of assistance within and across clusters, and to undertake gap analysis in determining priorities.

Under the overall supervision of the Head of Humanitarian Operations and the direct supervision of SMSD’s program Manager will play a key role in supporting the Site Management and Site Development (SMSD) operations by managing, analysing, and disseminating information to stakeholders in a timely and efficient manner. The assistant will focus on ensuring robust and reliable data collection, analysis, reporting, and capacity-building support in Information Management (IM):

1. Participate in the development, implementation, and management of information management and database systems for collecting and processing information on Rohingya refugees, in close coordination with the SMSD Operations Unit and the SCCCM Sector in Cox’s Bazar.
2. Track protection and assistance gaps in camp settings, ensuring these gaps are properly recorded in IOM databases in coordination with SMSD field staff.
3. Oversee and help develop operational systems related to core activities that require the collection and management of large volumes of data. This includes but is not limited to activity reporting, community feedback mechanisms and construction management systems.
4. Train and supervise field staff involved in data entry, ensuring accuracy, reliability, timeliness, and adherence to IOM data protection standards. Conduct field visits as necessary to support teams.
5. Support the development of Information Management tools for SMSD’s Cash-Based Interventions, including attendance tracking for Cash-for-Work volunteers and processing payment sheets, in coordination with RMU.
6. Provide user support, develop guidelines, create training materials, and conduct training sessions on the use, operation, and maintenance of databases and data collection systems for government authorities, programme staff, and implementing partners.
7. Develop and implement effective backup, restoration, data validation, and security procedures to maintain data integrity and availability.
8. Ensure data standards are adhered to within operational systems. Harmonize data collection against response, organization and country level standards.
9. Develop analytical tools and reports for assessments, surveys, and programme activities utilizing relevant tools according to ICT standards.
10. Perform other duties as assigned.

Education:

• Bachelor’s degree in information management, Statistics, Computer Science, Social Sciences, or a related field.
• University degree in Information Management, Computer Science, Statistics, Geography, Social Sciences, or a relevant field

Experience:

• At least 5 years of experience in information management, data analysis, or a related field, preferably within humanitarian settings.
• Familiarity and experience with development and maintenance of operational systems related to the implementation of activities and large datasets
• Proven experience using advanced Excel (PowerQuery), databases (MS Access preferred), PowerBI, Kobo Toolbox, and other data visualization tools.
• Familiarity with python and GIS a benefit.
• Familiarity with CCCM cluster operations and humanitarian coordination mechanisms.
• Excellent analytical, report writing, and communication skills.
• Fluency in English and Bengali required; knowledge of Rohingya language or Chittagonian dialect is desirable..
