Duties and Responsibilities

Under the supervision of the Chief of the Trade and Creative Economy Section, UNCTAD/DITC/TSCE, the consultant will assist in the implementation of activities under the EU-UNCTAD Joint Programme for Angola: Train for Trade II, Creative Economy component, and will support overall visibility and engagement actions of the Programme, she/he will:

1) Provide contacts, organize, and conduct meetings with local creative economy stakeholders online and offline and contribute to the preparation of missions to Angola.
2) Contribute to the organization of online and face to face workshops with creative economy stakeholders in Angola and participate as a facilitator.
3) Contribute to the revision of an action plan for the Angolan Government, private sector and cultural and creative entrepreneurs and assist the Angolan Government to implement key measures.
4) Contribute to the preparations of project activities, including overall visibility and mobilization action, preparing press releases and liaising with local stakeholders.

For the above, the consultant is expected to:

Provide Support to the Project Management Team:
– Assist the project management team based in Switzerland in the development of their tasks.
– Work in partnership with the local UNCTAD team in Angola.
– Prepare communications materials, such as letters, press releases and social media posts, to foster local participation in project activities. Help with translating short communication materials and background documents to Portuguese.
– Liaise with local stakeholders.
– Support the preparations of online and face to face workshops on Angola’s cultural and creative industries (CCI) and strategy.
– Support the official launch of the Mapping Report on Angola’s Cultural and Creative Industries at the highest political level.

Provide support for Policy making:
– Liaise with local policymakers and key actors to establish a good relationship with the project team.
– Facilitate in partnership with the Angolan government inter-ministerial supporting actions to the cultural and creative industries.
– Facilitate partnerships with international institutional CCI stakeholders in Angola.
– Facilitate appropriate briefings of policy makers.

Facilitate networking:
– Assist the programme to organize, maintain and feed a CCIs network through a national institution (cultural centre) incl. with the facilitation of links for CCIs actors to different support services and networks.
– Provide information on the main communication channels that can be used as a means to disclose information about this programme.

Qualifications/special skills

A first University degree, Bachelor, in law, arts, economics, management, communication or similar degree is required
At least 3 years of experience working in creative economy in project management, support to policy making, cultural and creative industries development strategies, research and analysis, communication, and cooperation and partnership strategies is required
Strong communication and organization skills related to creative economy trends, and policy is required
Ability to work with minimal supervision is desirable

Languages

Fluency written and oral English and Portuguese is required
