Duties and Responsibilities
In 2009, UNODC established a Counter Piracy Programme (CPP) to respond to the then new threat of piracy off the coast of Somalia. Since then, the CPP expanded into the GMCP including regional teams, namely the Atlantic Ocean Team, the Gulf of Aden and Red Sea Team, the Indian Ocean West Team, the Indian Ocean East Team, the Latin America & Caribbean Team, the Mediterranean Team, and the Pacific Ocean Team. GMCP supports United Nations member states to combat maritime crime including piracy, smuggling, trafficking in persons, and trafficking of illegal substances. GMCP’s support to member states includes training of officers from maritime law enforcement agencies, the provision and maintenance of equipment, and communication and coordination initiatives between agencies and regional states to improve the exchange of good practices and strengthen the overall criminal justice chain to disrupt maritime crime. GMCP has developed a strong training component through delivering Visit, Board, Search and Seizure (VBSS) training courses for maritime law enforcement (MLE) agencies that enhance the technical and practical knowledge and law enforcement to combat maritime crime in line with a sound rule of law framework. The expert will work to support the delivery of MLE training under two GMCP teams, the Mediterranean team, and the Atlantic Ocean. In Nigeria and Ghana, the expert will review VBSS course curriculum and assist in the delivery of VBSS training. The objective of the VBSS training is to enhance boarding and vessel searching techniques for MLE Units not only on drug/arms trafficking but also CBRN, TiP/SoM, SOLAS, Weapons Trafficking, Narcotics, and Fisheries crimes in their respective areas of operations. The aim of these courses is to enable the individual to carry out safe and systematic vessel searching using officially approved equipment in areas approved by a coordinator. Under the direct supervision and regular liaison with the Programme Coordinators (Mediterranean and Atlantic Ocean) the expert will perform the following tasks: – Support and deliver a VBSS training in Cape Town, South Africa – Support and deliver the hybrid Maritime Domain Awareness and VBSS training to MLE participants of both Med and AO and to make them understand the overlapping role of MDA and VBSS and submit the implementation report – Support an MLE training at the Cyclops training Center, Larnaca, Cyprus. – Support and deliver VBSS and CBRN course to MLE participants of both Med and AO in order to increase their understanding of integrating VBSS and countering maritime CBRN trafficking and submit the implementation report – Prepare and hold maritime law enforcement training for relevant maritime law enforcement agencies with focus on cooperation, coordination and sea operations in ECOWAS Zones D, E and F member states; – Conduct trainings for law enforcement officers in Cote d’Ivoire, Ghana, Togo, Benin, Nigeria, and Cameroon on VBSS Operations, maritime interdiction, boarding, evidence collection and hand over procedures; – Submit report after each training.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in law, criminology, police administration or a similar field, focused on international maritime affairs, international security policy, criminal justice and / or the application of the law is required. A first level university degree in similar fields with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 7 years’ experience as a Navy officer, member of a defense force, or a maritime security is required Organization, with maritime law enforcement experience is required Experience landing craft is required Experience in commando training is required Experience of training in an international environment with experience training maritime law enforcement and use of firearms officer is required
Languages
English and French are the working languages of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
