Background
The United Nations Human Settlements Programme, UN-Habitat, is the agency responsible for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable cities, with the aim of providing adequate shelter for all. UN-Habitat is the lead UN agency for the implementation of the New Urban Agenda. UN-Habitat helps Member States and development partners transform cities into safer, more resilient and healthier places with greater opportunities. The Agency works with organisations at all levels, including all spheres of government, civil society and the private sector.
The UN-Habitat Regional Office for Africa is working with the Government of Guinea to implement the SANITA programme (Urban Sanitation and Development Programme in Guinea) funded by the European Union Delegation. The SANITA programme has two joint specific outcomes (SOs), namely:
(i) strengthening urban governance at the local and national levels, which is being done with the technical support of UN-Habitat (component 1) and (ii) improving urban populations’ access to basic sanitation services in the neighbourhoods The United Nations Human Settlements Programme, UN-Habitat, is the agency responsible for human settlements. (i) strengthening urban governance at the local and national levels, which is being done with the technical support of UN-Habitat (component 1) and (ii) improving urban populations’ access to basic sanitation services in the neighbourhoods of Conakry and Kindia with the support of the Belgian development agency Enabel (component 2).
Component 1 has been approved for a period of 4 years and is under the supervision of the Ministry in charge of Urban and Regional Planning. Activities are carried out in collaboration with Enabel and with the participation of national and local public and private institutions, including community and civil society organisations. The expected results of the Sustainable Cities component of SANITA are the following:
¿ Result 1 (R1): Institutional capacities for the implementation and monitoring of framework documents are strengthened;
¿ Result 2 (R2): A national urban policy defining the strategic orientations, roles and responsibilities of the different actors is developed and validated;
¿ Result 3 (R3): The implementation of the 1991 National Spatial Planning Scheme (SNAT) is evaluated and new strategic orientations (white paper) are defined and validated;
¿ Outcome 4 (R4): Urban planning documents for the capital, with appropriate action plans that take into account climate change aspects, are developed and validated in a participatory manner;
¿ Outcome 5 (R5): Priority pilot projects are developed and implemented through the creation or strengthening of inclusive consultation spaces and multi-stakeholder dialogue.
Following the community planning workshops, the consultation frameworks of the nine selected sites analysed the living conditions in their respective neighbourhoods and agreed on the following priority actions, selected per neighbourhood as a pilot project

Duties and Responsibilities
Based on the results of the participatory community planning of the 9 neighbourhoods of Conakry, the consultants will be responsible for advising the implementing partners, reporting and monitoring the construction of the pilot project structures in the 9 neighbourhood sites.
These consultations are part of the achievement of project output 5, and aim to ensure the full implementation of the pilot projects, with a view to “Facilitating the participation of youth, women and people with disabilities in the pilot projects” in the nine selected neighbourhoods. More specifically, the consultants’ responsibilities will include:
a. Monitor and control the rehabilitation and construction works of a selection of (03) of the nine pilot projects, and ensure that all works comply with all regulations, technical documents, terms and requirements of the verified technical documentation;
b. Ensure on-site monitoring and quality control of construction and contractor labour (weekly and monthly reports);
c. Review and report potential problems and/or critical issues regarding the execution of the work in a timely manner;
d. Analyse the technical and organisational performance of the companies; make technical, organisational and management recommendations to the companies and to UN-Habitat in order to carry out the works in accordance with the contractual provisions and the project requirements;
e. Ensure a good flow of information between the different actors of the project, in particular the implementing partners, the construction units, the head of operations of UN-Habitat.
f. Provide a synthesis of lessons learned and good practices from the operational implementation process.
The recruited consultant(s) will work in the field under the supervision of the SANITA Sustainable Cities Project Senior Technical Advisor with a technical team of project experts.
Methodology
Weekly and monthly reports containing the main activities carried out are produced and available;
Implementation schedules are being met and pilot projects are fully implemented and of high quality;
An analysis and conclusions on the technical and organisational performance of the implementation process, local participation and lessons learned are produced.
Quality control by the consultant shall ensure that the work carried out complies with the quality standards specified in the contract in order to guarantee the functionality, inclusiveness, performance and sustainability of the project under the constraints imposed by its framework and the environment concerned. The consultant will be expected to perform the following tasks:
a. Check the detailed plans provided by UN-Habitat (execution plans), and control the work carried out;
b. Visit the construction sites at appropriate intervals during the construction stage to gain a general understanding of the progress and quality of the work and to determine whether the work is proceeding in accordance with the contract documents. On the basis of his on-site observations, the consultant will keep UN-Habitat constantly informed of the progress of the work;
c. Control of materials on the execution site. The stock of materials must be sufficient, in good condition and adapted to the nature of the work to be carried out;
d. Monitor working conditions and evaluate all internal health and safety measures taken by the contractor;
e. Take all measures to comply with environmental protection measures in accordance with the employment contract and current practice;
f. Produce weekly and monthly reports;
g. Proceed with the provisional acceptance of the work;
h. Submit to the UN-Habitat project manager any recollection plans, if required.
Qualifications/special skills
Bachelor Degree in Civil Engineering or related field is required
5 years’ experience in monitoring and evaluating construction projects is required
Languages
Fluency in oral and written French is required
