Result of Service
The consultant will deliver the below: A. Develop training module and material aimed at enhancing capacity of Palestine Trade officials in Antidumping and safeguard measures in line with the below outline proposed below. In addition the expert needs to complete the following as background preparation for the training: • Prepare presentations • Prepare and develop workshop handouts/exercises, evaluation forms, etc… B. In consultation and coordination with ESCWA focal point, organize and facilitate 2 days training workshop on the “Antidumping and Safeguard Measures”: • Target audience: 10 selected representatives from the Ministry of Industry and Trade- Palestine • Language: Main – Arabic or English • The consultant will undertake a 2 day mission to Amman to deliver the workshop

Duties and Responsibilities
Background: The Ministry of Industry in Palestine submitted a formal request to the United Nations Economic Commission for Western Asia and to United Nations Economic Commission for Africa to Examine and analyze the possibility for Palestinian service providers to benefit from the obligations of Arab countries in the Arab Services Trade Agreement, including export capabilities and obstacles and how to overcome them. Officials from the Palestinian Ministry of Trade have conveyed their interest in having a training on Antidumping and safeguard measures in international trade regulations that would support them in designing and implementing the best actions against dumping (selling at an unfairly low price) and taking emergency measures to limit imports temporarily, designed to “safeguard” domestic industries. Duties and Responsibilities: The expert will prepare training material on and facilitate a national workshop planned for officials from Ministry of Industry- National Product Protection Department in Palestine that would ultimately enable them to understand assess and implement the most suitable Antidumping and safeguard measures to protect their economy.
Qualifications/special skills
An advanced University- Master’s or equivalent degree in Economics, Social Sciences or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 5 years of professional work experience in trade remedies and investigation process is required. Five years of experience in capacity building and delivery of training is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
