DRC has been working in humanitarian mine action in Ukraine since 2014, conducting survey and clearance, risk education, victim assistance and capacity development with national mine action stakeholders. DRC currently has accreditation for its mine action activities until December 2027. In the process of scaling up operations in response to increased levels of contamination, DRC will have 15 clearance, 8 non-technical survey and 18 risk education teams by July 2023 across Kyivska, Chernihivska, Kharkivska, Dniepropetrovska and Mykolaivska Oblasts, almost double the current capacity.
Overall purpose of the role:
The EORE Technical Coordinator is an expert role that provides technical support and oversight for DRC’s EORE operations. Reporting to the Operations Manager, the EORE Technical Coordinator will provide technical inputs into activity workplans for EORE teams, which are line managed by Area Technical Field Managers. As an advisory role, the EORE Technical Coordinator will be essential in constantly reviewing and improving the quality of DRC EORE materials and activities in Ukraine. The role is based in Kyiv and will predominantly focus on DRC’s activities in Ukraine, while also providing technical expertise and support to DRC’s EORE activities targeting Ukrainian refugees in neighbouring countries (Poland, Moldova and Ukraine).
Responsibilities
Strategic Programmatic Direction and EORE Technical Oversight
- Support the Head of HDP and Operations Manager in developing and designing the overall EORE strategy, Theory of Change, and EORE plan to fit the needs as well as HDP and DRC strategies
- Support the fundraising efforts for the EORE programme by leading on or providing input to Concept Notes and proposals
- Provides technical oversight on any EORE activities for Ukrainian target groups in the region (Ukraine, Poland, Moldova, Romania
Planning and coordination
- Provide technical inputs to activity workplans
- In cooperation with HDP Operations Manager and Area Technical Field Managers, identify gaps in EORE provision
- Organise and facilitate regular internal EORE team meetings for all Area of Operations to follow up on target achievements and/or challenges/opportunities
- Ensure an integrated approach between EORE and DRC HDP Humanitarian Demining, Non-Technical Survey, Victim Assistance, as well as other DRC sectors when needed, beneficial, or requested
- In cooperation with EORE Team Leaders and Area Technical Field Manager, continuously analyse the context, including Explosive Ordnance (EO) contamination
- Attend national EORE and Mine Action meetings, workshops, and conferences.
Implementation of Explosive Ordnance Risk Education
- Maintain overview over direct and online EORE sessions for adults, adolescent, and children across all EORE Areas of Operations
- Maintain overview of and identify gaps in the provision of EORE TOT for local stakeholders across all EORE Areas of Operations
- Coordinate all HMA workshops, events, and other such public events, organised by DRC across all EORE Areas of Operations
- Maintain overview of and identify gaps in the provision of Community Liaison (CL) activities across all EORE Areas of Operations
- Coordinate the usage and/or distribution of EORE informational materials across all EORE Areas of Operations
- Coordinate the development of EORE (informational) materials, methodologies, and tools, including innovative good practices from abroad and from other disciplines
- In collaboration with EORE Quality Management (QM) Specialist, develop EORE SOP and TMP and provide technical insight to EORE staff on IMAS, NMAS, SOP, and TMP
Reporting and Information Management
- Upon request, provide compilated information on EORE activities from all EORE Areas of Operations
- Coordinate the development of government, donor, and other reports on EORE activities
Monitoring and Quality Assurance/Quality Control (QA/QC)
- Support EORE Quality Management (QM) team on coordinating Quality Assurance/Quality Control (QA/QC)
- Ensure additional people/ budget management oversight for EORE activities when the Operations Manager or Area Technical Field Managers are not available
Experience and technical competencies:
- University degree in Education or Pedagogy or in another relevant field
- Minimum 4 years of experience in a humanitarian organisation or an educational institution, with experience coordinating EORE or HMA.
- Experience working with children, adolescent, and adult audiences, public speaking capacity
- Advanced level of English
- Fluency in Ukrainian and Russian languages is an advantage
- Computer literacy: advanced knowledge of Microsoft Office package (with focus on Excel, Word, and PowerPoint)
Education:
University degree in Education or Pedagogy or in another relevant field
Languages:
- Fluency in written and spoken English
- Ukrainian or Russian is an advantage

Contract length: 12 months with possibility of extension based on available funding. (3 months being probation period)
