Background:
Welthungerhilfe is a private, non-profit-making, politically independent and non-denominational organization that supports people living in deprivation and poverty, irrespective of the color of their skin, their religious beliefs or their worldview. WHH is working in the fields of development cooperation and humanitarian aid, relief aid, rehabilitation, and reconstruction.
Welthungerhilfe (WHH) operates inside Idleb, Syria since 2017 remotely from regional office in Gaziantep/Turkey through implementing partners. WHH implements projects directly inside Syria since 2018, as well. Welthungerhilfe set up an office in A’zaz, Syria in 2018 in order to start direct implementation of projects in the fields of emergency response humanitarian and relief aid. Ever since, Welthungerhilfe has distributed food baskets, food&hygiene and agricultural vouchers in the IDP camps in A’zaz. Welthungerhilfe aims to sustain the humanitarian aid projects, and increase the resilience of IDPs in the region.
Overall Roles:
Under the direct supervision of the Head of Project in the Gaziantep office, the Field Coordinator works closely with stakeholders in the project location and directly line manage Field Engineer and Field Workers. The Field Coordinator ensures accountability by developing functional and effective feedback mechanisms. The project aims to support the internally displaced persons with cash-based intervention activities in/off camps to ease their access to food, hygiene and non-food items. The tasks of the coordinator shall be:
- Lead the implementation of the ECHO funded project in Northwest Syria (NWS), mainly Azaz**,** Afrin and Idlib.
- Make sure that WHH and ECHO standard and procedures of project implementation are adhered during implementation of this project.
- Coordinate with all stakeholders in NWS and also WHH Office in Turkiye
- Be responsible of progress of the project activities, achieving indicators and quality in NWS
- Organizing registration and verification process of beneficiaries in/off camps on time based on the beneficiary selection criteria.
- Responsible for the day to day follow up and implementation of WHH cash and Shelter-based interventions in NWS and provision of technical support to the planning, implementation, and reporting of all cash and voucher transfers in line with the WHHs strategies, And coordinate the WHH intervention on the ground with onther NGOs.
- Ensuring the implementation of the cash and Shelter-based intervention process goes as planned.
- Be present in the field on a daily basis to ensure project implementation quality and adherence to agreed standards. Prepare daily, weekly, and monthly monitoring visit reports and share key findings to contribute to overall standardization.
- Ensure that internal and external reporting and documentation are accurate and done on time.
- Research and propose future modality/interventions for consideration. Field Coordinator is responsible for the quality of technical implementation of cash,voucher, and Shelter based activities and ensure outputs and outcomes met within the planned resources, timeframe, and stipulated quality standards in the field.
- Conducting market assessments and monitoring prices throughout the project.
- Maintaining and monitoring project plans, project schedules, work hours sheets, and expenditures.
- Ensure consistency and coherence in the use of implementation and monitoring tools in collaboration with the project team in Gaziantep.
- Provide strong leadership and facilitation and develop the capacity of the teams and deepen understanding of their roles through constant mentorship.
- Assist the team members with information, tools, and resources to improve performance & reach objectives
- Facilitate the development of household-level coaching tools, and conduct training for project staff
- Assess field team capabilities, by recommending and facilitating trainings based on need and project goals
- Field Coordinator is responsible for offering technical support to project staff, and beneficiaries to achieve set outcomes.
- Liaising with local authorities in the locations of the project activities
- Coordinate with the camp manager/s for a smooth activity process and update the project team regularly
- Supervise the vendors and follow up their contract process
- Organizing facilities and venues for project implementation by considering COVID-19 risks.
- Solving problems that arise in the field to complete the project implementation on time and report all incidents in the field to the Gaziantep office promptly.
- Ensure compliance with security procedures and policies as determined by WHH.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
- Collect the relevant supportive documents regarding the expenses/purchase/payments done in the field
- Work in close collaboration with other members of the team to ensure an integrated approach to meet the other basic needs of the affected population
- Collaborate with the M&E Teams to develop the monitoring mechanisms to ensure high-quality levels of implementation
- Following an emergency (natural disaster, conflict, etc), quickly gather basic information from the relevant focal points in the affected province and report it to the project team in Gaziantep.
- Supervise and provide support in planning, organizing, and conducting rapid assessments in response to emergencies, to ensure proper identification of beneficiaries based on established criteria.
- Supervise and ensure proper planning, organization, and implementation of cash/NFI distributions: preparing lists, identifying the distribution site, informing beneficiaries, etc.
- Ensure that all rapid assessments, surveys, and distributions are implemented in accordance with WHH guidelines
- Being in daily communication with Gaziantep project team via phone and/or mail
- Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular meetings.
- The Field Coordinator is expected to support all efforts toward accountability, specifically to the beneficiaries and to Welthungerhilfe’s’ Code of Conduct, Conflict of Interest, and Provision of Sexual Exploitation and Abuse. Field Coordinator must ensure all interventions adhere to Welthungerhilfe’s’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.

Required Qualifications:

- Position open to Syrian nationals only – Education: University degree preferred, a degree in economics, Engineering, development studies or any other relevant field of study – Work Experience: Experience of 3-5 years in designing and implementing cash, voucher, and Shelter based intervention and programs in NWS context in a non-profit organization (including up to date basic needs, filed, and market assessment), with 3 years at a similar position ideally. – Skills/knowledge:
- Previous field experience and expertise in a cash, voucher, and Shelter-based intervention project/activity
- Strong understanding of humanitarian principles, emergency program management in high risk environments.
- In-depth knowledge of humanitarian key sectors a plus: food security, agriculture, nutrition, and WASH
- Knowledge on the cluster recommendations and criteria about the cash and voucher based interventions
- Experience in leading multi sectoral market assessments
- Experience in organizing humanitarian aid distributions (vouchers, cash, NFIs) in the field
- Experience working with district- and provincial-level local authorities, and with local communities
- Experience in using mobile data collection tools, and/or other smartphone applications
- Experience with team management and staff supervision
- Maintains a strong network of connections within local authorities, humanitarian agencies, and local communities.
- Excellent written and spoken English and Arabic.
- Skilled in IT, communication, MS Word and Excel
- Knowledge file management, transcription, and other administrative procedures.
- Ability to work with remote management team with the ability to deliver tasks timely.
- Experience and knowledge about the NWS context

- Experience working in the natural disaster and conflict affected areas and dealing with Internally Displaced Persons (IDPs) and host communities for cash based programme and reporting to remotely located management.
- Social Skills;
- Ability to build a network and work in a team under pressure.
- Analytical and flexible with strong communication coordination and interpersonal skills
- Language Skills: English and Arabic highly required (written & spoken).
- Familiarity with Local Context: Candidates who have work experience and knowledge of the local context in A’zaz and/or Afrin are preferred.
The Field Coordinator will be obliged to maintain confidentiality regarding all information obtained in the course of his/her work during the employment at Welthungerhilfe and thereafter.
