Organizational Setting

FAO’s office for Sudan is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Sudan. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Khartoum, Sudan. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

 

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR), Deputy FAOR and Assistant FAOR (Programme) in Sudan, and under Direct Supervision of the senior livestock Coordinator in FAO Sudan, as well as under the guidance and supervision of the team leader at the FAO state office, the incumbent will perform the following tasks:

 

Technical focus

•    Crop production, crop protection including emergency crop production & protection interventions,
•    Crop production related natural resources.
•    Any other food security and livelihood interventions.

 

Tasks and responsibilities

•    Support the Team Leader in contributing to the sector coordination and reporting requirements to the UN Humanitarian Work Plan;
•    Assist the FAO Teal Leader in the state, liaising with the relevant line ministries (especially Animal Resources/ Veterinary Departments) and their technical units, as well as with the other FSL stakeholders at state level, such as local professional organizations, community-based organizations (CBOs), national and international NGOs, other UN agencies and programmes, representatives of donor agencies;
•    Ensure the appropriate storage of livestock inputs and supplies including  vaccines, drugs, animal feed and all other goods under the responsibility of the FAO state office and check whether the inputs meet the technical specifications before to be delivered to SPs;
•    Assist the FAO Teal Leader in the state in selecting the implementing partners (IPs) and prepare the Letters of Agreement (LoAs), both in consultation with the FAO Khartoum office;
•    Ensure timely delivery of different inputs to SPs as per LoAs;
•    Prepare and implement the field office’s  monitoring plan for each signed LoA in consultation with the field office team, respective SPs, related government line ministries’ departments and with the FAO Khartoum office;
•    Elaborate appropriate tools for monitoring the SPs’ field work and the achieved results, in consultation  with the field office team and the technical coordinators at FAO Khartoum office;
•    Facilitate the identification of a cattle stock route to increase peaceful coexistence between agricultural and pastoralist communities;
•    Facilitate the identification of the main areas of past and present conflicts to further guide improvements work along the stock route;
•    Organize and supervise the demarcation of the cattle stock route and facilitate integrated stock route development (range seeding, water harvesting, animal health services, etc);
•    Review the gaps of existing veterinary services in the State and assist the Government counterparts to further improve their veterinary service agents such as  community animal health worker (CAHW), in particular along the identified stock route;
•    Facilitate and participate in the analysis of livestock value chains and the identification of value chain upgrading strategies and activities;
•    Implement capacity building activities related to livestock production, processing and marketing in collaboration with Government counterparts,
•    Monitor the SPs activities and achieved results as per LoA, monitoring plan, monitoring guidelines and instructions at both output and outcome levels through direct interviews with beneficiaries, SPs and other stakeholders:
•    provide facts and figures on the results achieved per implementation phase, target, objective;
•    provide documented evidence on the effects of the support activity on the households, communities, and possibly on a wider area;
•    If relevant and required, participate in food security and livelihoods assessments to be conducted by the line ministries, by FAO or as part of inter-agency needs assessments;
•    Participate in the identification and implementation of relevant trainings for rural women and men; ensure that contents, methodology and programmes of trainings which benefit from FAO support are appropriate and meet good quality standards (relevance, coherence, effectiveness);
•    Organize and facilitate the follow up of the trainees, together with other involved stakeholders, especially trained and active CAHWs;
•    Contribute to strengthening the capacities of the SPs  by ensuring effective and appropriate backstopping and technical advice;
•    Regularly collect, analyse and update relevant information about all key issues related to livestock,  environment and NRM, land and water, markets and food security etc., in the respective localities, administrative units and communities within the state;
•    Ensure accurate and timely reporting: provide FAO Khartoum office with regular, substantial information and analysis about the effects (outcome and output levels) of the FAO state office’s activities, projects and programmes, as well as about the important contextual developments;
•    Contribute to developing perspectives and identifying potentials and opportunities in the state for new relevant programmes in sustainable Livestock as well as in related fields of activities, and elaborate project concept notes for FAO Khartoum office;
•    Ensure together with the team leader and the FAO Khartoum office the proper management of the programme and the FAO state office according to FAO’s rules and regulations;
•    Perform any other related task as requested by the team leader or the FAO Khartoum office.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements   

•    Master degree of  science(M.Sc.) in Veterinary  Science or related  field
•    At least 7 years working experience
•    Working knowledge (Level C) of English and Arabic
•    National of Sudan
