Job Description:
Provides coordination and support for the People & Culture function within the Provincial and guidance to the Provincial & APs / Projects Managers in the interpretation & application of terms and conditions of service to all employees in the areas of human resources management, employee relations, staff development, career management & employees’ welfare, recruitment, internship management, contract management, performance management, compensation and benefits, insurance and medical and networking. Communicate World Vision’s ethos and values as well as demonstrate an example to others.
Major Responsibilities
1. Employee Relations
- Advises and counsels the Provincial Team and AP/Project managers on people related issues.
- Provide interpretation & application of policies, procedures, terms and conditions of service, etc. to all employees.
- Support the Provincial Operations Team (APs and Projects) in handling and managing employee relations matters, behaviors and issues in close coordination with P&C National Office managers. – Immediately Report on any Employee Relations incident as per the ER protocols.
- Support staff in the reporting of incident on ethics point and follow up on cases
2. Reporting
- Submit monthly, semi-annual and annual Provincial & AP People & Culture Report.
- Submit a quarterly report on the administration and management of the internship / national services personnel programs within their respective areas of operations to the P&C Manager / L&D
3. Learning & Development
- Collate learning and development needs within the Provincial and APs for incorporation into the annual learning & development operational plan.
- Monitor and report staff who have participated and benefitted from the annual training plan for P&C Manager / L&D records
4. Performance Management
- Manage the Provincial & AP staff employee appraisal process and ensure that the performance of staff is monitored and documented.
- Provide support to Provincial officers and AP Managers and staff on the preparation of mid-term and annual performance appraisals.
- Submit mid-term and end of appraisal reports to P&C Manager / L&D, TM and EE.
- Adhere to WVI standard Performance Management timelines.
- Provide the required coaching and support for new hires and ensure probationary reviews are completed on a timely manner and results and recommendations are communicated properly to the concerned parties.
- Work with Provincial and AP staff to complete contract appraisals for contract staff and support contract renewal/separation processes in close coordination and within the guidelines and approvals of the OBTL and P&C Director.
5. Employee Welfare
- Liaise with Provincial Office and APs in the administration of various types of leaves as: annual and sick leave and ensure all leaves are properly kept within Our People system.
- Support staff welfare and social activities at the Provincial & APs level.
- Support the implementation of Employee Engagement activities as per the Our Voice Action Plan and ensure staff participation and completion of the annual Staff Engagement and Pulse Check Survey.
- Ensure proper medical support and guidance is provided to field staff and their dependents.
- Facilitate the quarterly staff meetings with logistical support and ensure that minutes are taken and filed
- participate in arranging all staff teambuilding events, retreats, celebrations, day of Prayer ….etc
- Administratively support the WVISL medical & Transport Staff Loan Scheme and effecting payroll deductions within the payroll.
- Laise with insurance companies in regard to medical covers ensuring that they maintain an up-to-date record of all active WVISL Staff.
- Guide staff in accessing medical insurance and completing claims in case of accidents. Ensure follow up of insurance claims as and when necessary.
- Initiate and follows up death benefit claims for deceased staff or dependants as soon as the relevant information is received and confirmed and maintain an up to date record of these claims.
- Follow up and give frequent updates on severance pay to separated staff
- Manage Medical excesses incurred by staff and ensure excesses are paid to the insurance company.
6. Risk Management and Controls
- Support Provincial management and AP managers to ensure full compliance with Child protection policy.
- Ensure employee files are accurate and well managed and always kept under lock and key.
- Responsible for People & Culture information management system (PCIS) at the Provincial & APs. Ensure data is always accurate and up –to-date.
- Ensure proper implementation of P&C field audit findings.
- Follow up and ensure that all P&C internal controls are applied within their respective area of responsibility.
7. Networking
- Promote effective networks within WV through effective communication, relationships and twin citizenship.
- Liaise properly with external agencies such as but not limited to social security unit, labor office, tax office, and other local authorities. Ensure they reflect the right organizational image for all stakeholders.
- Attend regional meetings in representing the organization in area of partnership, labor laws reforms and government initiatives.
8. Leadership/ Strategic Management
- Adhere to WVI key policy documents – mission, core values, and covenant of partnership.
- Ensure effective implementation of people & culture initiatives at the Provincial & APs in close coordination with P&C Director.
- Participate in annual and quarter P&C planning meetings and take part in designing the annual business plan
9. Induction and Orientation
- Ensure new hires are properly oriented at the beginning of their assignment and conduct annual orientation update to existing staff at the Provincial and AP level.
- Conduct a smooth exit process and ensure that exiting staff complete the available documentation and all WVISL property is returned before the last day of work.
- Conduct exit interviews for staff in the province
- Ensure that exiting staff are deactivated from the HRMIS and other WVISL working platforms
10. Internship
- Handle and manage internship / national service personnel programs and assignments in their respective Provincials and APs as per WV Ghana policy.
- Ensure the hiring and selection of interns / national service personnel are within the established guidelines and selection criteria and the request has been approved by the AP Manager and OBTL.
- Ensure the Terms of Reference (TOR) is properly drafted and communicated with the interns /NSP so that both parties will have a clear understanding of the roles and responsibilities as well as the expected outcome
11.Compensation and Salary Administration
- Support the AP and Provincial Managers in conducting annual demand / supply analysis and workforce planning highlighting the current workforce composition, retirees, rotations, etc. in close coordination and as per the advice and recommendations of the P&CD.
- Support the Provincial Operations Team (APs and Projects) in the selection and hiring of Drivers and Security Staff, and make sure the interview report is submitted to the P&C Manager – Recruitment within the next 24 hours as per the recruitment guidelines.
- Obtain required approvals before vacancies are advertised both internally and externally in consultation with HR Manager
- Create job requisitions on HRMIS and ensure approvals are obtain before advertised.
- Participate in carrying out initial longlisting of candidates to presented to HR Manager and line Managers.
- Participate in interviews when requested and prepare interview reports for approvals.
- Initial longlisting of candidates to be presented to P&C Manager
- Maintain record of job applicants in the HRMIS
- Support the AP managers on recruitment and onboarding of community-based facilitators and enumerators.
- Initiate contract extensions including end of contract evaluations, end of probations and separation documentations.
12. Child Protection
- Ensure Child Protection Policy is compiled properly and in the file of each employee.
- Ensure staff are familiar with the Child Protection incident reporting mechanism
- Ensure all staff in their zone have received the required Child Protection Awareness Training and a refresher workshop is given at least once every year to all the Provincial / APs team
- Champion Child Safe Organization Practices (i.e. ensure children are not hired to execute WV projects, report any case of child abuse, etc…).
Qualifications: Education/Knowledge/Technical Skills and Experience
Knowledge, Skills and Abilities:
- Bachelor degree in human resources management, business administration, general management or any other related field.
- 3 years of experience in human resources position
- Strong interpersonal skills with an ability to take and lead new initiatives
- Good communications and mediations skills
- Good organizational skills with an ability to set priorities and meeting the required deadlines.
- Team player with a caring personality to adhere to staff care needs
- Ability to demonstrate life/work balance and encourage others to do so
- Ability to advise and coach others, when necessary.
- Fluency in English and working knowledge of French, while mastering local languages is a plus.
Working Environment / Conditions:
- Work environment: Office-based with travel to the field projects
- Travel: 30% Domestic travel is required.
- On call: 10%
