GENERAL INFORMATION

Fiji CBIT Coordinator Consultant will coordinate all Fiji CBIT project activities with CCD, GGGI, UNEP as well as national institutions and agencies, and relevant stakeholders to ensure the smooth execution of the project activities in a timely manner and ensuring quality

PROJECT BACKGROUND

The Government of Fiji is required to report all its greenhouse gas (GHG) emissions and reduction efforts periodically as per the Paris Agreement. Paris Agreement calls for transparency in reporting for the GHG emissions to track both the emissions and the efforts given by the country to achieve these targets. Fiji is committed to global efforts to reduce GHG emissions through various programs. The Climate Change Division (CCD) of the Office of the Prime Minister (OPM), Fiji is implementing a three-year capacity building initiative for transparency (CBIT) project funded by the Global Environment Facility (GEF) and UN Environment Program (UNEP) as GEF implementation agency. CBIT project aims to strengthen capacity to ensure transparency of action implemented and support received to implement Fiji’s Nationally Determined Contribution (NDCs) and Low Emission Development Strategy (LEDS). This will be achieved by strengthening institutional and technical capacity for transparency through training and development of tools and guidelines.

As Co-Executing Agency, GGGI is recruiting a Fiji CBIT Coordinator Consultant to support the implementation of the Fiji CBIT project. The Fiji CBIT Coordinator Consultant will work closely with CCD, OPM, GGGI and UNEP. The Fiji CBIT Coordinator Consultant will report to the Fiji CBIT National Project Director and Fiji CBIT Project Focal at CCD, OPM and work closely with the GGGI CBIT team. The Fiji CBIT Coordinator Consultant will be physically stationed within CCD, OPM. The Fiji CBIT Coordinator Consultant’s work progress will be monitored primarily through weekly meetings with CCD, OPM and GGGI.

OBJECTIVES OF THE ASSIGNMENT

Fiji CBIT Coordinator Consultant will coordinate all Fiji CBIT project activities with CCD, GGGI, UNEP as well as national institutions and agencies, and relevant stakeholders to ensure the smooth execution of the project activities in a timely manner and ensuring quality. In particular,

  • Support in delivering Fiji CBIT outcomes and outputs via coordinating, collaborating and providing technical support.
  • Track detailed project workplan including deliverables, reporting and progress.
  • Liaison with relevant stakeholders and line ministries to engage stakeholders in project activities and to gather and disseminate information relevant to the project.
  • Promote and establish links with related national initiatives and other international programs.
  • Review all reports covering – outputs, deliverables, financial and M&E as required in accordance with CCD, OPM, GGGI and UNEP requirements and ensuring quality, standards and timely submission.
  • Organize, coordinate stakeholder invitations and attend meetings, workshops and trainings according to the project workplan. Attend regional and international workshops and trainings where possible.
  • Review all outputs and deliverables generated during the project implementation and ensure publication and dissemination of the reports identified as project outputs ensuring quality aligned to Fiji’s NDC, LEDS, the Climate Change Act 2021 and the Paris Agreement.
  • Preparation, submission, approval, and publication of project deliverables as per the requirements of Fiji Government.
  • Support in tracking and following Enhanced Transparency Framework projects and activities for Fiji.
  • Support to review and coordination of ongoing GHG inventory and MRV-related works
  • Build, maintain and sustain effective key stakeholder coordination and collaboration throughout the project timeline.
DELIVERABLES AND PAYMENT SCHEDULE

Deliverables will be in accordance with the Project Workplan timeline. At the end of each month, a tasks and activities update report along with a Timesheet will include all activities and tasks carried out during the period. Payments for fees are subject to acceptance of deliverables by CCD, OPM and GGGI. The payment will follow GGGI’s pay cycle for consultants and will be issued on a monthly basis.

  • All deliverables, reports, and other documents prepared or received (photographs for example) from the stakeholders or during consultation from the start to the end of the assignment shall be saved in the dedicated MS Teams Platform created by GGGI. This MS Team SharePoint will also be accessible to CCD and UNEP.
  • The Fiji CBIT Coordinator Consultant shall submit each deliverable report in electronic versions readable by a Microsoft Office application.
  • All outputs must be in English.
EXPERTISE REQUIRED

The Coordinator Consultant must:

  • Have at least a Bachelor’s degree in Environment, Climate Change, Economics, or any other relevant field.
  • Postgraduate or higher education in relevant field is preferable.
  • At least 4+ years of work experience in relevant fields.
  • Experience in stakeholder engagement and supporting consultations.
  • Knowledge of climate change, greenhouse gas management and sustainable development policies is highly desirable.
  • Strong verbal and written English skills are required. Knowledge of Fiji’s local languages will be an asset.
  • Excellent communication, interpersonal, and prioritization skills are essential.
  • Must be a Fiji citizen or an individual with a valid work visa/permit that covers 14 months contract (an individual who can stay in Fiji for the duration of the contract period).
ADMINISTRATIVE INFORMATION

The Fiji CBIT Coordinator Consultant will ensure:

  • Availability during the engagement period.
  • No conflict of interest arises during taking this assignment.
ANNEX
  • Adherence to the Fiji Government’s Code of Conduct as Fiji CBIT Coordinator Consultant will be embedded with CCD, OPM.
  • CCD, OPM will ensure securing office space and access.
  • Working time is 8.5 hours including lunch (from 8.00 AM to 4.30 PM during Mon-Thursday, 8.00 AM to 4.00 PM on Friday). Office time will be in accordance with Fiji’s Government system.
  • A working Laptop will be provided.
