GENERAL INFORMATION
- Position: Fiji CBIT IT Consultant
- Project: Strengthen capacity to ensure transparency of action implemented and support received to implement Fiji’s Nationally Determined Contributions (NDCs) and Low Emissions Development Strategy (LEDS) (Fiji CBIT FJ06-E1)
- Duty Station: Suva, Fiji
- Contract Duration: 1 January 2024 – 31 December 2024
- Number of Work Days Estimated (internal purpose only): 240 days (20 days per month for 12 months)
- Consultant Level: Level 3 (Individual Consultant)
- Total Fees: US$ 36,000/12 months (US$ 3,000month, US$150/day)
Fiji CBIT IT Consultant will support delivering Component 2 and Component 3 of Fiji CBIT project activities as per Fiji CBIT CEO Document with CCD, OPM, GGGI, as well as with other Fiji Government stakeholders to ensure the smooth execution of the project activities in a timely manner and ensure quality. In particular,
- Coordinate, collaborate, liaison with relevant stakeholders and line ministries to engage stakeholders in the project activities and design the GHG database management system based on requirements of GHG inventory requirements as per BTR (Biennial Transparency Report).
- Coordinate with GGGI on tendering of external vendor.
- Oversee the functional, software and hardware requirements for the GHG DBMS.
- Assist and guide with the development and testing of the GHG DBMS.
- Assist in developing guidelines for the use, operation and maintenance of GHG DBMS.
- Assist in the design of NDC tracking systems actions including the scope of gases covered, actions covered, monitoring and reporting frequency, and validation approach for the Energy sector and Agriculture sector.
- Review the IT-based NDC registry design and its operationalization, including developing user manual for the system.
PROJECT BACKGROUND
The Government of Fiji is required to report all its GHG emissions and reduction efforts periodically as per the Paris Agreement. Paris Agreement calls for Transparency in reporting for the GHG emissions to track both the emissions and the efforts given by the country to achieve these targets. Whilst Fiji is committed to global efforts to reduce GHG emissions through various programs. The Climate Change Division (CCD) of the Office of the Prime Minister (OPM) is implementing a three-year capacity building initiative for Transparency (CBIT) project funded by the Global Environment Facility (GEF). CBIT project aims to strengthen capacity to ensure transparency of action implemented and support received to implement Fiji’s Nationally Determined Contribution (NDCs) and Low Emission Development Strategy (LEDS). This will be achieved by strengthening institutional and technical capacity for transparency through training and development of tools and guidelines.
As Co-Executing Agency, GGGI is recruiting a Fiji CBIT IT Consultant to support the implementation of the Fiji CBIT project. The Fiji CBIT IT Consultant will work closely with CCD, OPM, GGGI, UNEP and other Fiji Government stakeholders. The Fiji CBIT IT Consultant will report to the National Project Director and Fiji CBIT Project Focal at CCD, OPM and work closely with the GGGI CBIT Team and other Fiji Government stakeholders – namely Digital Fiji and ITC. The Fiji IT Consultant will be physically stationed within CCD, OPM and work closely with Digital Fiji and ITC and any external vendor (will be hired via tendering process). The Fiji CBIT IT Consultant’s work progress will be monitored primarily through weekly meetings with CCD, OPM and GGGI.
OBJECTIVES OF THE ASSIGNMENT

DELIVERABLES AND PAYMENT SCHEDULE
Deliverables will be in accordance with the Project Workplan timeline. At the end of each month, a tasks and activities update report will include all activities and tasks carried out during the period. Payments for fess subject to acceptance of deliverables by CCD and GGGI. The payment will follow GGGI’s pay cycle for consultants.
- All deliverables, reports, and other documents prepared or received (photographs for example) from the stakeholders or during consultation from the start to the end of the assignment shall be saved in dedicated MS Teams Platform created by GGGI. This MS Team SharePoint will also be accessible to CCD and UNEP.
- The Fiji CBIT IT Consultant shall submit each deliverable report in electronic versions readable by a Microsoft Office application.
- All outputs must be in English.
EXPERTISE REQUIRED
The Fiji CBIT IT Consultant must:
- Advanced university degree in a subject related to ICT/IT, business analytics, computer programing with knowledge of database management and website design.
- Postgraduate or higher education in the relevant field is preferable.
- At least 5+ years of work experience in relevant fields & organizations.
- Familiarity with climate change will be an advantage.
- Strong verbal and written English skills are required. Knowledge of Fiji’s local languages will be an asset.
- Excellent communication, interpersonal, and prioritization skills are essential.
ADMINISTRATIVE INFORMATION
The Fiji CBIT IT Consultant will ensure:
- Availability during the engagement period.
- No conflict of interest arises during taking this assignment.
- Adherence to the Fiji Government’s Code of Conduct.as Fiji CBIT IT Consultant will be embedded with CCD, OPM.
- CCD will ensure securing an office space and access.
- IT Consultant could be placed in CCD, Digital Fiji and ITC, but will be decided during on boarding.
- A working Laptop will be provided.
