BACKGROUND INFORMATION
- Position: NDC Hub National Consultant
- Project: Regional Pacific NDC Hub Phase III (PAC21-E1)
- Duty Station: Regional Pacific NDC Hub, Suva, Fiji
- Contract Duration: 1 February 2024 – 30 September 2024
- Number of Workdays Estimated (internal purpose only): 160 days (20 days per month for 8 months)
- Consultant Level: Level 2
- Total Fees: US$ 16,000/8 months (US$ 2,000/month, US$100/day)
GGGI is an implementation partners to the Regional Pacific NDC Hub, was established as a response to calls from Pacific leaders to have a regional facility to support countries to meet the goals of the Paris Agreement. The NDC Hub is owned and driven by the Pacific countries and has been set up to support countries NDC enhancement and implementation goals. With financial support from the Germany, Australia and New Zealand governments, and the EU, the NDC Hub delivers a range of services to member countries through its four implementation partners, GIZ, GGGI, SPC and SPREP. Through the Pacific NDC Hub, GGGI delivers technical support in: Fiji, Kiribati, Marshall Islands, Samoa, Solomon Islands, Tonga, and Tuvalu.
GGGI is recruiting a NDC Hub National Consultant to support GGGI’s engagement in the Pacific NDC Hub through the management of integrated processes for program implementation and specific project/output delivery, fully meeting established institutional policies, standards, and donor/government requirements.
OBJECTIVES OF THE ASSIGNMENT
The role of the NDC Hub National Consultant is to support GGGI implement country-level projects designed and put forth through the Pacific NDC Hub by delivering comprehensive monitoring, communications, and knowledge management functions for the GGGI.
The responsibilities will include:
- Support project design and implementation based on requests submitted to the Pacific NDC Hub by its member countries.
- Assist GGGI technical teams to ensure effective delivery of projects, trainings, and events.
- Provide assistance to other Pacific NDC Hub implementation partners to ensure efficient use of resources and support knowledge management activities including trainings and publications.
- Provide high quality monitoring and reporting inputs to GGGI.
- Provide support to GGGI Country Representatives, and GGGI project managers for the Pacific NDC Hub in the management of in-country projects.
- Support other GGGI programs and projects where needed.
DELIVERABLES AND PAYMENT SCHEDULE
Deliverables will be in accordance with the Project Workplan timeline. At the end of each month, a tasks and activities update report along with a Timesheet will include all activities and tasks carried out during the period. Payments for fees are subject to acceptance of deliverables by GGGI. The payment will follow GGGI’s pay cycle for consultants and will be issued on a monthly basis.
- All deliverables, reports, and other documents prepared or received (photographs for example) from the stakeholders or during consultation from the start to the end of the assignment shall be saved in dedicated MS Teams Platform created by GGGI.
- The NDC Hub National Consultant shall submit each deliverable report in electronic versions readable by a Microsoft Office application.
- All outputs must be in English.
EXPERTISE REQUIRED
The NDC Hub National Consultant must:
- Have at least a bachelor’s degree in Environment, Climate Change, Resources, or any other relevant field.
- Postgraduate or higher education in the relevant field is preferable.
- At least 2+ years of work experience in relevant fields.
- Experience in stakeholder engagement and supporting consultations.
- Knowledge of climate change, greenhouse gas management and sustainable development policies is highly desirable.
- Strong verbal and written English skills are required. Knowledge of Fiji’s local languages will be an asset.
- Excellent communication, interpersonal, and prioritization skills are essential.
- Must be a Fijian national or an individual with a valid work visa/permit that covers 8 months contract (an individual who can stay in Fiji for the duration of the contract period).
ADMINISTRATIVE INFORMATION
The NDC Hub National Consultant will ensure:
- Availability during the engagement period.
- No conflict of interest arises during taking this assignment.
- Working time is 8.5 hours including lunch (from 8.00 AM to 4.30 PM during Mon-Friday).
- NDC Hub National Consultant will be based full-time at the Regional Pacific NDC Hub’s Office.
- A working Laptop will be provided.
