The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Country Program and Position Overview

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more.

 

This position will be based in Phnom Penh and the assistant will report to the Finance Manager for Grant, Budget, and Reporting. The main duties involve providing day-to-day support across the operations team for accounting, finance, logistics, and general office administrative tasks. The Assistant extends the responsibility to support the program team in procurement processes, including liaising with providers or suppliers for services and products.

Responsibilities

Finance and Accounting Tasks (70%)

  • Preparing payment vouchers and ensuring all the sufficient supporting documents are included.
  • Follow up with suppliers for receipts after making payments.
  • Filling Finance documents
  • Assist team during month-end and year-end closing.
  • Assist the team during the internal or external audit and compliance review by the donor
  • Responsible for making photocopies, scanning, and printing documents
  • Other tasks requested by a team
  • Support Finance Manager printing final contract agreement, MOA, Funding Agreement, ICA, and other related documents to contract
  • Assisting with the signing of contract from country director including initial from Senior Finance Manager and handover to program team for a partner signing
  • Supporting in scanning all the contract documents and filing the contract
  • Assist the Finance Manager in updating the contract list to keep the contact list up to date
  • Filing Program team, a financial report from the partner, and other reports for contracting

Admin and Logistics Tasks (30%)

  • Coordinate and manage logistics for routine meetings, training, and workshops initiated by operations such as monthly supporting meetings, refresher trainings, staff retreats and also including CHAI Assembly and training)
  • Coordinate with staff for hotel arrangements during their field visit in provinces Assist and support visitor and staff relocation process Visit or relocate to Cambodia through regular and clear communication on visa needs, accommodation and airport transportation, and other ad hoc support, etc.)
  • Support and coordinate with IT staff (Helpdesk & Local IT) to set up computers or resolve computer issues, handle printer problems, and address other IT-related requests.
  • Monitor and keep track and regularly check office inventories, assets, and suppliers
  • Coordinate and support the program team in procurement processes, including liaising with providers or suppliers for services and products. This involves managing procurement activities, meeting venues, translation or interpretation services, and acquiring other necessary materials or equipment for the project.
  • Managing the office supplies and stationaries
  • Organize welcome and farewell events for staff members joining or leaving CHAI Cambodia.
  • Assist and monitor of daily office well-being
  • Other tasks as required by the team

Qualifications

  • University degree in Business Administration, Accountant, and Finance or equivalent
  • Minimum 1-year experience in a similar role;
  • Experience working in the fast-paced multi-cultural and international working context
  • Good communication skills in English and Khmer language, including oral and written;
  • Positive attitude and willingness to support the teams
  • Ability to use MS Office, Microsoft Outlook, internet and knowledge of modern communication technology and other platforms
  • Attention to detail
  • Experience managing multiple workstreams and priorities
