Job Description:

WVTL is a fully grant funded office and the purpose of this position is to provide overall leadership and management of the Finance, General Services and Information Technology departments. This includes: a) Providing day-to-day leadership and capacity building to Finance Business Partner, General Services Manager, and IT Coordinator and strategic management in the areas of: Finance, General Services/Administration, Information Technology to ensure the delivery of high quality of services for the overall organization; b) Organizational development ensuring that each role in the department and each department is fit for purpose; c) Strategic advice to the organisations to ensure WVI and global best practices and innovation are understood, contextualized and adopted in WVTL.

 

1.   Provide day-to-day leadership and capacity building to Finance department (25%)

  • Ensure function is fit for purpose relative to WVTL strategic objectives and available funding.
  • Develop the competencies required by staff to deliver high quality work and maintain good relationships with others.
  • Coordinate with external auditors, particularly on the external financial audit and ensure the implementation of internal and external audit recommendations.
  • Prepare and supervise the development of the annual operational budget and ensure that the monthly and periodical financial statement of the organization is prepared in a timely manner.
  • Anticipate potential financial management risk, review the existing or develop new guidelines and SOPs as required.
  • Provide timely, strategic analysis and advice to the Senior Management Team (SMT) to ensure financial stability and sustainability of the organization; provide effective oversight for portfolio of grants.
  • Monitor the utilization of the overall funding of the organization to ensure transparency, accountability, as well as accurate and timely reporting to the Donor on a regular basis inclusive of the calculation and allocation of applicable overhead.
  • Ensure the compliance of the implementation of organisation’s Financial Policy and Regulation, and other related documents.

 

2.   Provide day to day leadership and capacity building to General Services department (30%)

  • Ensure function is fit for purpose relative to WVTL strategic objectives and available funding.
  • Develop the competencies required by staff to deliver high quality work and maintain good relationships with others.
  • Develop and implement administrative policies in regards to stewardship of assets, procurement and logistics of materials, ensuring compliance with established and appropriate policies and alignment to WV Timor-Leste objectives.
  • Oversee organisation’s critical infrastructure including the HQ premises, Area Program offices, general maintenance of office, ICT equipment, fitting and other office facilities, fixed assets inventory, plant and property insurance and office renovations where necessary.
  • Develop strategies and ensure effective implementation of practical business continuity plan, as well as the implementation of safety and security plan for the organization.
  • Support the security to make sure the working area are safe and secure In coordination with People and Culture department, develop workforce plan to ensure the GS department has the right number of staff and technical skill to meet the organizational demands.
  • Build capacity of direct report staff through coaching, honest and timely feedback.

 

3. Management and Leadership (20%)

  • Facilitate a supportive environment for spiritual formation of staff, and the internalization of WV’s Vision, Mission and Core Values.
  • Manage all direct report staff, including:  staff recruitment, ongoing management support, quarterly coaching, annual performance planning and appraisal.
  • As a member of WVTL’s Management Team, participate and positively contribute to wider organizational decisions and policies. Attend and contribute to the Management Team meetings and represent the Management Team in other forums and venues in WVTL.
  • Meet with the National Director regularly for support and updates, and for quarterly coaching and annual performance appraisal reviews.
  • Plan and seek support for continued personal, professional and spiritual development.
  • Undertake other duties as reasonably assigned by the National Director.
  • In times of emergency, provide technical support to disaster responses as directed by line management.

 

 

4.   Provide day to day leadership and capacity building to Information Technology department (10%)

  • Oversee the needs of ICT equipment and the implementation of GC initiatives.
  • Support ICT team to develop digital solutions to reduce bureaucracy in the organization.
  • Oversee the IT threats and seek the possibility to mitigate and reduce the threats.
  • In coordination with People and Culture department, develop workforce plan to ensure the IT department has the right number of staff and technical skill to meet the organizational demands.
  • Build capacity of direct report staff through coaching, honest and timely feedback.

 

5. Risk Management (5%)

  • Develop and monitor risk register with focal person from each department.
  • Develop and monitor Integrated Compliance Monitoring Tool.
  • Develop Enterprise Risk Management (ERM) – Maturity Assessment Tool.

 

6. Networking and Coordination (5%)

  • Actively build relationships with Support Offices and Regional Office with relation to all grant projects. Ensure effective collaboration and regular communication with them.

 

Required Education

  • Bachelor’s degree in Business Administration, Financial Management, Accounting, Managament or other relevant field. Master’s degree would be preferred.

 

Required Professional Experience and Qualifications

  • Minimum ten (10) years of work experience, with a minimum of five (5) years in a leadership or senior management position, preferably in finance, banking, accounting in a private company, government and/or international organization.
  • Good knowledge and proven track record in implementing internationally-accepted financing and accounting procedures and standards;
  • Good knowledge, experience and track record implementing within World Vision finance systems; in grant funded portfolio in both development and emergency contexts.
  • Experience working in a rapidly changing environment where accurate judgement, responses, exceptional managerial and leadership are essential; sufficient experience and capacity to rapidly analyze systemic and capacity gaps and provide workable recommendations; ability to connect effectively with National Director, Senior Management Team and staff.
  • Good command of oral and written English as well as ability to work in a multi-cultural settings.

 

Preferred Knowledge and Qualifications

  • Working to advanced knowledge in SunSystems.
  • Knowledge of WVI systems and policies.
  • Proven track record of effective contribution in senior leadership groups.
