Responsibilities
Under the direct supervision of the Administrative Officer, the incumbent is responsible for the Finance and Budget monitoring of the allotments assigned to the Service and to exercise control over expenditure; the preparation of financial implications and cost estimates for the Security and Safety Service portion of the Biennium Budget; facilitates pre and post procurement functions of the service; and relevant administrative functions.
1) FINANCE AND BUDGET
– Responsible for the monitoring and accounting for all recorded expenditures against the correct allotments (salary, overtime and goods and services) for budget purposes in the Service.
– Evaluate and coordinate the status of all recorded expenditures with the Administrative Officer and OiCs of Units.
– Review the overall Budget situation of the Security and Safety Service with the Administrative Officer.
– Monitor expenditures through the status allotments and identify the risks of over- and under-expenditure.
– Review and make adjustments in the obligations, ensuring the availability of funds for future expenditure requirements.
– Maintain statistical data on expenditure per unit, which is used to prepare and provide the expenditure reports and comparative analysis for review by the Chief, Administrative Officer and OiCs of the Service Units
-Establish and maintain all expenditure records pertaining to purchases for Budget purposes such as the Biennial Budget exercise.
– Assist the Administrative Officer in the preparation of Budget estimates and Budget submissions, by reviewing and providing analytical reports on previous expenditure, recommends the allocation of the budget for all units of the Service; and is responsible for the consolidation and presentation of the budget projection and requirements from all the units and forecasting their object classifications, for submission to the Administrative Officer for review and final approval.
– Assists the Administrative Officer in the preparation of Budget performance submissions and with the finalized report, by reviewing and providing analytical reports on current expenditures, consolidating the data with the budget/expenditure projections, providing detailed justification of expenditure incurred at each level as well as justification of all variances, and verifying that all the data is accurate and complete for submission to the Administrative Officer for review and final approval;
2. PROCUREMENT
– Responsible for administering the implementation and maintenance of the procurement process for the various units of the service in UMOJA.
– Liaises with the Executive Office, Procurement Service and Central Accounts for procurement and financial actions.
– Tracks, review, collates, designate code, and pr-encumbers all requisitions for internal approval.
– Responsible for submission of all pre-encumbered requisitions to the Executive Office for final budget review and approval
– Monitors and conducts follow-up on all pending requisitions, for final approval and on all pending procurement actions.
– Verifies and processes related invoices with substantive units ensuring proper certification and inspection; and that charges are in accordance with the terms of the obligation document and contract.
– Reviews all obligations confirming sufficient funds to process payment.
3. ADMINISTRATIVE
– Undertakes research for the Administrative Officer, for comparative analysis.
– Supervise the tracking of recoverable services, i.e., overtime.
– Liaises with Executive Office and Central Accounts for verification, inquiries, clarification, and follow-up.
– Verify that services are recovered.
– Reports status of services recoverable to the Administrative Officer

Education
High school diploma or equivalent.
Work Experience
A minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required.
Experience using the finance related modules of an Enterprise Resource Planning (ERP) Systems such a UMOJA, SAP or similar system is required.
Experience with the Financial Regulations, Rules and procedures, Procurement Manual and Procedures, within the United Nations Common System and or similar international organization is required.
Experience in the use of databases and reporting tools is desirable (Microsoft Excel, Microsoft PowerBI, ERP BI, and similar).
Languages
English and French are the working languages of the United Nations Secretariat. for the post advertised, fluency in oral and written English is required. Knowledge of another official UN language is desirable.
Assessment
