Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Cost Recovery and Administrative Budget Unit (CRABU) of the Financial Management & Operational Support Section (FMOSS), in the Division of Administration. FMOSS provides a one-stop-shop and holistic range of financial and operational support services for ESCAP and its clients, offering services from strategic advisory services to daily financial operations including but not limited to payroll, payments and treasury services, financial reporting, grants management, budget and cost recovery management, and client service management services. The Cost Recovery and Administrative Budget Unit is responsible for preparing the Division of Administration’s various programme support budgets and the management of ESCAP’s cost recovery activities, processes, budget and related financial management. The cost recovery function is linked to the provision of administrative services to clients and managing the associated programme support cost plans. The incumbent reports to the Chief of Cost Recovery and Administrative Budget Unit.
Responsibilities
Under the direct supervision of the Chief of Cost Recovery and Administrative Budget Unit, and overall supervision of the Chief of Financial Management & Operational Support Section, the incumbent is required to perform the following functions. Budget: • May act as Certifying Officer on behalf of and in the absence of programme managers at offices outside of headquarters. • Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions. • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. • Assists managers in the elaboration of resource requirements for budget submissions. • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. • Monitors expenditures and compares with approved budget; prepares adjustments as necessary. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. • Monitors integrity of various financial databases. • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. Cost Recovery: • Collaborates with ESCAP service providers to gather cost recovery statistics for billing purposes. Prepares billing documents in ERP system, including allocation cycles, sales orders, and service orders as necessary. Generates monthly and ad-hoc reports on cost recovery for stakeholders when requested. Coordinates with the service provider to collects the required information for the cost recovery service costing and coordinates with counterparts in Headquarters during the review and approval process. • Maintains and updates ESCAP Service Catalog and service master data in ERP system as needed. General: • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. • Coordinates training for relevant teams and collaborates with the headquarters counterpart to facilitate all necessary logistical arrangements or issues related to the reporting platform as well as supporting other functional areas in the deployment of SAP Analytics Cloud part of implementing the organization’s Data Strategy. Assists functional teams to resolve any issues related to SAP Analytics Cloud solution. Assists functional teams to develop reports, reporting issues to Headquarters or draft related Business Request. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Performs other related duties, as assigned.

Work Experience
A minimum of seven years (or five years if graduated with a first-level university degree) of progressively responsible experience in finance, budget, accounting or related area is required. 1 year or more of experience in data analytics or related area is required. Experience in the United Nations Common System or in international organizations similar to those in the United Nations Common System is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
