Org. Setting and Reporting

The functions of this position is located in the Finance Section, Headquarters Client Support Service (HQCSS), Division of Administration (DOA), Department of Operational Support (DOS).The Finance & Budget Officer reports to the Chief of the Finance Section, HQCSS.

The HQCSS also provides administrative support to the Global Compact Office (GCO), Human Security Unit (HSU), Office of Administration of Justice (OAJ), Office of the Secretary-General’s Envoy on Technology, United Nations Sustainable Development Group (UNSDG) System-Wide Evaluation Office, Office of Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse, Office of the Special Representative of the Secretary-General on Children and Armed Conflict (OSRSG-CAAC), Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC), Office of the Special Representative of the Secretary-General on Violence Against Children (OSRSG-VAC), Office of the United Nations Ombudsman and Mediation Services, Office of Victims’ Rights Advocate (OVRA), United Nations Ethics Office, United Nations Office for Partnerships (UNOP), United Nations Alliance of Civilizations (UNAOC), Liaison offices of the: United Nations Office on Drugs and Crime, United Nations Convention to Combat Desertification in New York, United Nations Institute for Training and Research.

Responsibilities

Within delegated authority, the Finance & Budget Officer will be responsible for the following duties:

Budget preparation:
• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• Provide advice and guidance, as required, to all stakeholders on budgetary and financial policies and procedures, including results-based budgeting, and with particular emphasis on the use of voluntarily contributions.
• Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
• Provides support to programme managers with respect to the elaboration of resource requirements for budget submissions.
• Reviews, analyses and provides input into finalization of programme budget/financial implications.
• Provides substantive support to relevant intergovernmental and expert bodies in their budget review.

Budget administration:
• Releases budgets, including redeployment of funds when necessary, ensuring appropriate expenditures.
• Monitors budget implementation and determines/recommends reallocation of funds when necessary.
• Monitors expenditures to ensure that they remain within authorized levels.
• Reviews and certifies goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
• Prepares relevant documentation with respect to budget performance submissions.
• Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
• Provides substantive support to intergovernmental and legislative bodies.

General:
• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
• Monitors and supervises the work of subordinate staff;
• Performs other related duties, as assigned.

Work implies frequent interaction with the following:
Budget, finance, accounts and administrative officers in the Secretariat and in the field.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of Progressively responsible experience in finance, administration, budget, business administration or related area is required

Experience in budget formulation and financial management is required.

Experience in trust funds management is desirable.

Experience in SAP based ERP systems such as Umoja or equivalent ERP finance modules is desirable.

Experience working in an Executive Office of the United Nations Secretariat or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
