Org. Setting and Reporting
This position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) with duty station in Bangui. The incumbent will directly report to the Chief of Unit, Finance and Budget Officer, under the overall supervision of the Chief of Finance and Budget Management Section.
Responsibilities
Within the delegation of authority and under the supervision of the Chief of Unit, Finance and Budget Officer, the incumbent will be responsible for the following duties. Budget Preparation • Prepare cost estimates and budget proposals, in terms of mission’s resourcing requirements such as staff and non-staff requirements, including programmatic aspects; review, analyze and revise data with respect to the finalization of the budget proposals as well as Result Based Budgeting inputs. • Provide support to programme/fund centre managers (Substantive and Support Sections) with respect to the elaboration of resource requirements for budget submissions. Budget administration • Administer and monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Administrate the mission’s allotments in accordance with the established procedures including redeployment/reallocation of funds. • Ensure the efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget and timely provision of information to Mission management for decision making; Provide support and guidance to fund centre/programme managers on budget implementation and corrective actions where necessary. • Prepare the budget performance report of the mission and ensure that correct and accurate data and information are provided by the various programme / fund centre managers in compliance with the Controller’s instructions. Review and finalise the performance reports ensuring valid and adequate variance explanations between approved budgets and actual expenditures. • Provides substantive support to relevant intergovernmental and expert bodies. Finance • Analyse complex/unusual accounting transactions and open items in the accounting system and implement corrective actions. • Advise and ensure that only valid year-end budget commitments confirming with established criteria are valid for carrying forward. • Review and verifies that appropriate relevant supporting documents have been provided for the processing of payments for goods and services received. • Approves/Confirms that proposed obligations or expenditure are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments/appropriations. • Ensures that accurate and complete reporting and internal control systems are functioning and that all relevant records are maintained. • Produces major/complex financial reports used for development of policies and guidelines including trend analysis. • Provides advice and guidance concerning the UN Financial Regulations and Rules, policies and guidelines. • Takes initiative to improve financial management processes and approaches. • Provides data for the preparation of year-end performance reports in respect of the Service. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Guides, trains and supervises staff in the function. General • Act as a Certifying Officer under Financial Rule 105.5 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules; Act as Bank Signatory under financial rule 104.5. • Provides advice and guidance, including training, to staff on budgetary and financial policies and procedures, • Participates in intra-departmental meetings on matters related to resource requirements, programming, and budgetary issues. • Undertakes research and analysis of financial and budgetary policies and procedures, makes recommendations for changes and/or modifications. • Ensures the integrity of financial and management systems and the controls that underpin them. • Provide advice, financial interpretations, adaptations, and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the supervision/guidance of a Chief Finance and Budget Officer. • In the absence of the Chief Finance and Budget officer, oversee the daily operation of the Office. • Carry out other duties as assigned.

Work Experience
At least ten (10) years of progressively responsible experience within the United Nations system or in the private sector at the national or international level in accounting, budgeting or financial management is required. Experience in cost management, budget formulation, financial monitoring, accounting, audit, financial reporting or other related area, including Results based-budgeted (RBB), International Public Sector Accounting Standards (IPSAS), and use of Enterprise Resources Planning (ERP) financial modules is required. Experience working in grants management, funds management and financial management modules using an Enterprise Resources Planning (ERP) system such as Umoja or other is required. Experience in drafting and preparing correspondence related to relevant financial and budget matters is desirable. Experience working with international or multi-national in a volatile, conflict or post conflict settings is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of French is desirable.
