The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP is one of three original, founding implementing agencies of the Global Environment Facility (GEF), alongside the World Bank and the UN Development Programme (UNDP). The GEF also partners with 15 other Agencies to help developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change (both mitigation and adaptation), international waters, chemicals and wastes management and, land degradation. This position is located in the Global Environment Facility Coordination Unit of the Policy and Programme Division (PPD) at the Nairobi Duty Station. Under the overall supervision of the GEF Coordinator, the incumbent will carry out the following duties:
Responsibilities
Global Environment Facility Funds Financial Management: • Reviews, analyses and finalizes the preparation of the Global Environment Facility Funds management reports and their revisions on the basis of departmental submissions. Provides substantive support to relevant stakeholder in their review of the Global Environment Facility Funds management reports. • Reports to the GEF Trustee in accordance with the GEF, Global Biodiversity Framework Fund (GBFF) Financial Procedures Agreements. • Reviews, analyses and provides detailed inputs to the financial statements of the Global Environment Facility Family of Funds. Budget Preparation: • Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements including programmatic aspects; ensures compliance with the Global Environment Facility Funds and UNEP rules and procedures. • Provides detailed input with respect to resource requirements for budget submissions. • Provides substantive support to relevant teams in their budget review. Budget Administration: • Issues allotments, authorizes sub-allotments, including redeployment of GEF Trust fund, Least Developed Countries Fund (LDCF), Least Developed Countries Fund (SCCF), Global Biodiversity Framework Fund (GBFF), and other GEF funds when necessary, ensuring appropriate expenditures. • Manages and monitors budget implementation and recommends reallocation of funds as necessary. • Monitors expenditures to ensure that they remain within authorized levels. • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Authorizes payment to Governments for settlement of certified death and disability, contingent-owned equipment and letters-of-assist claims; determine average monthly troop strengths, establishing amounts reimbursable and initiating payments for reimbursement to troop-contributing countries. • Prepares budget performance submissions. • Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures. • Provides substantive support to relevant teams. General • Provides advice and guidance, including training, to headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting. • Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues. • Keeps up to date on documents/reports/guidelines that have a bearing on matters related to program budgets, ensuring compliance with Global Environment Facility Funds as well as with United Nations policies and procedures. • Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. • Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules. • Ensures the integrity of financial and management systems and the controls that underpin them. • Represents Global Environment Facility Funds Budgetary and Finance matters in inter and intra-divisional meetings. • May plan, organize, manage and supervise the work of the Unit assigned. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Incumbents may be asked to perform other related duties.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Job – Specific Qualification
Professional recognition as a Certified Public Accountant (CPA), chartered accountant or by a similar professional body is desirable.
Work Experience
A minimum of seven (7) years of progressively responsible experience in finance, administration, budget, business administration or related area is required. At least three (3) years of experience in finance and budget within the United Nations or similar international organization at the professional level is required. Experience with financial systems and financial modules of Enterprise Resource Planning (ERP) such as System Analysis Program Development (SAP) is required. Experience in review of financial statements is required. Previous experience in fund management and donor reporting to Global Environment Facility (GEF), and/or other global funds is required. At least three (3) years of grant management and donor reporting is required. Extensive experience in preparing, advising, and/or interpreting financial information in an IPSAS-compliant or similar accounting environment is required. Experience in drafting complex and comprehensive financial and budgetary or adhoc reports is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working knowledge of the United Nations Secretariat. English or French is required. Knowledge of other UN official language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Initial appointment against this post is for a period of one (1) year and may be subject to extension.
