Org. Setting and Reporting
This position is located within the Operational Planning Service (OPS) under the Division for Special Activities (DSA) of the Department of Operational Support (DOS) and will be based in New York. DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. DSA oversees a range of specialized or crosscutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn. S/RES/2699 (2023) was adopted by the Security Council on 2 October and authorized Member States to form and deploy a Multinational Security Support (MSS) Mission to support the efforts of the Haitian National Police to re-establish security and build security conditions conducive to holding free and fair elections in Haiti. Paragraph 16 of S/RES/2699 (2023) requests the Secretary General to establish a Trust Fund as a mechanism that can facilitate voluntary contributions to the MSS to enable and operationalize the mandate. DOS is the Programme Manager of the Trust Fund. The focus of this job is to support the administration and management of the Trust Fund in Support of the MSS in Haiti. The Finance and Budget Officer will report to the Senior Programme Manager.
Responsibilities
Within delegated authority, the Finance & Budget Officer will be responsible for the following duties: Programme plan and results-based budgeting: • Reviews, analyses and finalizes input for the Programme plan and its revisions on the basis of intra-departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies. • Develops and maintains results-based logical frameworks for the programmatic aspects of work, ensures their accurate reflection in required ERP systems, ensures periodic updates on the achievement of results and the delivery of outputs and their reflection in the ERP system. • Provides quarterly programmatic and narrative reports to the Service Chief, Director and senior management with a focus on the achievement of planned results and programme/project delivery. Budget preparation: • Reviews, analyses and finalizes cost estimates and budget proposals for, staff and non-staff requirements. • Provides detailed inputs with respect to resource requirements for budget submissions. • Prepares annual and interim cost plans at the fund and/or grant level, cost plan revisions, as well as programmatic and/or project budgets for trust funds and grants based on inputs from a variety of stakeholders. • Reviews, analyzes and finalizes program budget/financial implications and reports to the Security Council. • Provides substantive support to relevant intergovernmental and expert bodies in their budget review. Budget administration: • Acts as certifying officer per UNFRR, issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. • Manages and monitors budget implementation of cost plans, updates them as necessary and recommends reallocation of funds as required. • Monitors expenditures to ensure that they remain within authorized levels. • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Authorizes payments to Governments for settlement of certified death and disability, contingent-owned equipment and letters-of-assist claims; determine average monthly troop/police strengths, establishing amounts reimbursable and initiating payments for reimbursement to troop/police-contributing countries. • Prepares budget performance submissions and ensures accurate and precise financial reporting. • Provides substantive support to relevant intergovernmental and expert bodies. General • Provides advice and guidance, including training, to headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting. • Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and (extra) budgetary issues. • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program and/or peacekeeping budgets, including trust fund management, thereby ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts reports and correspondence for donors for intergovernmental bodies on the management of (extra) and for management on budgetary resources, related issues, • Drafts official documentation to troop and police contributing countries as necessary, concerning reimbursements from the United Nations. • Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. • Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets, cost plans and established regulations and rules. • Ensures the integrity of financial and management systems and the controls that underpin them. • Provides support with respect to representation of the Secretary-General in meetings of legislative organs. • May plan, organize, manage and supervise the work of the Unit/Section assigned. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting for all relevant management levels to support operational and strategic decision-making. • Acts as audit focal point for all interactions with the Board of Auditors, the Office of Internal Oversight Services (OIOS) and any other relevant oversight bodies • Incumbents may be asked to perform other related duties.

Education
An Advanced university degree (Master’s degree or equivalent degree) in business administration, management, budget, finance, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Job – Specific Qualification
• Certification in International Public Sector Financial Reporting or International Public Sector Accounting Standards (IPSAS) is desirable.
Work Experience
• A minimum of seven years of progressively responsible experience in finance, administration, budget, business administration or related area is required. • A minimum of three years of experience within the United Nations common system or similar international organizations in the management of trust funds and/or extrabudgetary resources is required. • A minimum of three years of experience in negotiating and interacting with donors/Governments regarding extra-budgetary and/or cost recovery resources is required. • Experience in reporting to intergovernmental bodies, supervisory or management boards is required. • Experience with the Umoja (ERP) modules for Strategic Management (SMA), Business Planning and Consolidation (BPC) and Integrated Planning, Management and Reporting (IPMR) or similar systems is required. • A minimum of two years of experience in data analytics, financial reporting or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of a second official UN language is desirable.
