The Building Safe Agricultural Food Enterprises (B-SAFE) is a five-year project that aims to increase agricultural productivity by improving sanitary and phytosanitary standards (SPS) in production and management of cold chain and supply chains and to expand trade of agricultural products by improving the Government of the Philippines’ (GOP’s) regulatory agencies’ capacity to manage risk-based systems, promote awareness of biotechnology, enhance regulatory standards and processes, enhance domestic and export linkages, and build the capacity of the private sector to leverage investment. B-SAFE is funded by the United States Department of Agriculture (USDA) under its Food for Progress (FFPr) program. The Finance and Operations Manager will provide oversight of all financial and operational activities for the B-SAFE Project and supervises the Accountant, Operations Coordinator, and Grants and Contracts Specialist. The FOM coordinates with the International Controller and ensures Project compliance to Winrock policies and financial reporting requirements.

ESSENTIAL RESPONSIBILITIES:

Responsible for all financial, operational, and logistical aspects of the project, ensuring systems efficiently support technical implementation. Supervise and lead a team of professional staff that work on project finances, procurement, human resources, subcontracts, grants, logistics, and security. Financial Management (50%) Manage all financial and accounting aspects of the program and implement sound internal control practices in accordance with Winrock and USDA policies Oversees and provides necessary support of the financial reporting process in collaboration with the Project Accountant and operation staff, ensuring compliance to donor and Winrock reporting requirements. Support the preparation of and proper saving of financial vouchers. Ensure that the project is compliant with USDA regulations, Winrock policies and Philippine Laws and train staff and subcontractors on USDA regulations and Winrock policies, as Establish and monitor internal controls to ensure sound financial management and program operations, in compliance with Winrock and USDA regulations and serve as point of contact for internal and external auditors. In collaboration with the COP, develop project projections, budget variance analyses, and financial risk management strategies and reports; Update working budget on a monthly basis and monitor monthly financial performance in relation to budgets and forecasts, obligated funds, commitments, and advances to subcontractors and Prepare monthly wire requests for submission to home office by the 5th working day of each month. Manages banking relationships ensuring bank account signatories are in accordance with the Power of Attorney and banking policies and procedures, including compliance with online banking procedures. Operations and Contracts (30%) Oversee the procurement needs of the project, ensuring compliance with procurement policies and procedures. Ensure subaward management complies with the overall policies, practices and procedures relating to all aspects of grants, including grant solicitation and selection, grant awards, grant implementation, grant monitoring and evaluation and grant close-outs. Oversee the timely submission and review of grantee’s monthly financial and cash liquidation reports and provides oversight to the Subcontracts and Grants Under Contracts Specialist on audits of grantees, as needed. Supervise office functions and serve as the point person on ethics, security, and office administration. Support finance and operations staff to ensure all office functions are carried out in an efficient manner and follow donor and organizational compliance. Ensure maintenance of physical and electronic records related to operations including finance, human resources, procurement, contracts, grants, legal registration, logistics, and security. Ensure consultant, grant and subcontract trackers are up to date. Management of contracts with landlords, utility companies, and other vendors; Ensure proper and timely administrative close out of the project including staff settlement, lease and contract close out, financial close out, asset disposition, and document retention. Human Resources Management (20%) Prepare employee contracts and amendments, based on policies and procedures including those related to establishing salary and benefits. Support managers on the implementation of the Performance Management System, ensuring the setting and tracking of annual performance goals, preparing staff development objectives and plans, and annual performance reviews in accordance with Winrock policies for field office staff. Oversee payroll procedures for Project staff, administer payroll, and monitor employee timekeeping Ensures monthly accruals of employee benefits, and preparation of leave trackers, severance, and other schedules;

QUALIFICATIONS AND REQURIEMENTS:

Education: B.S. or equivalent university degree in Finance, Accounting, Business Administration, or related field. Experience: The ideal candidate will have the following experience: At least 8 years of experience leading financial, administrative, and/or procurement of donor-funded programs (USDA/US Govt experience required) Experience managing office staff Experience managing small grants to local organizations desired Familiarity with the USDA/USAID financial and procurement rules and regulations desired Strong computer software skills in MS Excel, Word, Outlook, Teams, and Sharepoint Winrock is an equal opportunity employer.
