This position is located in the Finance Unit, ECLAC Mexico. The Finance Assistant reports to the Finance Unit Supervisor. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Responsibilities

Under the overall supervision of the Finance Supervisor, the Finance Assistant will be responsible for the following duties: Budget: • Provides support with respect to the review, analyses and preparation of the medium-term plan and itsrevisions. • Prepares supporting documents (narrative and supporting tables) with respect to finalization of costestimates and budget proposals, in terms of staff and non-staff requirements. • Assists managers in the elaboration of resource requirements for budget submissions. • Monitors expenditures and compares with approved budget; prepares adjustments as necessary. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged,and (b) availability of funds. • Assists in preparation of budget performance submissions and finalization of budget performance reports,analysing variances between approved budgets and actual expenditures. • Monitors integrity of various financial databases. • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotmentsissued. • Co-ordinates with other finance staff on related issues during preparation of budget reports. Claims: • Reviews, analyses, and prepares payments to third-parties, commercial entities. • Review and approve travel expense reports. Treasury: • Monitors/reviews methods used to remit payments and supervises investigation of non-receipt of payments. • Assists cashier in the daily operation of the Cashier’s Unit responsible for the transmittal of paymentsworldwide. • Reviews incoming payment instructions regarding banking details and sources of funds. • Prepares payments for final disbursement by Cashier. • Notifies payees of status of payments. • Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues. • Identifies and annotates bank account movements. • Monitors local bank balances. • Assists Cashier in cash management and investment issues, including cash flow forecasts. • Investigates complaints of non-receipt. • Files and archives as required. General: • Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. • Implements planned activities, delivers services/goods as per agreements with client entities, and ensures cost recovery. • Maintain and keep up-to-date files. • May be responsible for providing guidance, training, and daily supervision to other general service staff in the area of responsibility. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Maintains frequent communication with finance, budget, and administrative officers and staff at ECLAC Headquarters, as well as staff from other governments, specialized agencies, and vendors. • Provides administrative support to the supervisor of the Finance Unit and/or OIC of Administration, as required. • Performs other related duties, including support to other administrative areas, as required.

Education
High school diploma or equivalent is required. NOTE: For positions in the General Service category, candidates are required to clearly indicate in their Applicant Profile (AP) relevant information confirming completion of High School.
Job – Specific Qualification
Supplemental technical or university courses in the fields of finance, budgeting or accounting is required.
Work Experience
A minimum seven years of progressively experience in finance, budget, accounting, or related area is required. The minimum years of relevant experience is reduced to 5 for candidates who possess a first-level university. Experience working with Enterprise Resources Planning (ERP) systems is required. 1 year or more of experience in data analytics or related area is desirable. Experience with Microsoft 365 tools, specifically, Excel and Power BI is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Spanish is a working language of ECLAC. For the position advertised, fluency in English is required; and fluency in Spanish is required. Knowledge of another official United Nations language is desirable. Knowledge of the second language (English/Spanish) will be tested unless it can be supported by a certificate from a recognized institution.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
