This position is located in the Programme Office in Haiti (POHTI), with duty station in Port-au-Prince, operating under the Regional Office for Central America and the Caribbean (ROPAN), located in Panama City, Panama, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) The incumbent will work under the overall guidance of the UNODC Representative of ROPAN and the direct supervision of the UNODC Anti-Corruption and Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) Adviser for the project. The incumbent will also receive guidance from UNODC headquarters, Vienna, Austria and from UNODC Anti-Corruption Hub in Mexico.

Responsibilities
Within assigned authority and for the implementation of the Project on “Strengthening the Haitian capacity to investigate, prosecute and adjudicate cases of corruption and economic crimes, money laundering and associated predicate offences and improving information sharing with international investigators on transnational organized crime in Haiti”, the incumbent will be responsible for the following specific duties:
• Contribute to the project work related to budgeting and finance, as well as to general administration and office management.
• Assist managers in monitoring all accounts and compliance with the United Nations Financial Rules and Regulations, as well as with established policies and procedures; provide assistance in the interpretation of budget guidelines; identify budgetary and general administrative issues/problems, as they arise, and guide the Advisers for the project and the Associate Project Officer on appropriate course of action.
• Keep a complete overview of the Project financial resources; monitor and maintain budgetary allocations through regular reviews; check periodically status of allotments and un-liquidated obligations, identify deviations from plans, report discrepancies and propose redeployments and follow-up measures, as required.
• Prepare reports on expenditure projections, financial statements etc. on the various source of funding, and present them in a form that is meaningful to non-specialists.
• Assist in developing internal databases/recording tools to monitor, track and record expenditure and keep comprehensive overview of the Project.
• Ensure that financial database/monitoring tools are current and up to date; prepare, maintain and update files (electronic and paper) and internal databases.
• As member of a team serve as focal point responsible for ensuring coordination of activities related to the preparation and planning of the Project and Consolidated Budget submissions, throughout their respective cycles.
• Provide coordination and support functions related to the implementation, monitoring and performance reporting on the budgetary resources falling under the responsibility of the Project.
• Assist managers in the elaboration of resource requirements for budget submissions and financial projections, verify accuracy of data provided, liaise closely with the Financial Resources Management Section (FRMS), and ensure follow-up on the comments provided.
• Support the Advisers for the project and the Associate Project Officer in the elaboration of budget estimates and resource requirements for the project by generating and analysing the required SAP (Umoja) financial reports and by preparing tables and charts to help determining and detailing financial requirements.
• Provide general office assistance and support the Advisers for the project and the Associate Project Officer in the coordination of various administrative tasks.
• Assist with the monitoring testing and upgrading of Umoja’s system-related tasks, especially as they relate to the financial aspects of the project’s work.
• Assist in the preparation of the project workplans and risk management matrix.
• Assist managers in the coordination and timely submission of the project’s inputs and data on UNODC’s Annual Implementation Plans (AIPs) and Enterprise Risk Management (ERM) reports and treatment plans.
• Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Assist with visualizations and updating information material such as web pages etc..
• Perform other work-related duties as assigned.

Education
High school diploma or equivalent is required.
Work Experience
A minimum of seven years of progressively responsible experience in finance, budget, accounting, or another related field is required. The minimum number of years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher.
Experience in the use of MS Excel, spreadsheets and word processing applications is required.
Work experience with an Enterprise Resource Planning (ERP) system is required.
Experience with SAP/Umoja, in particular, modules related to grants, projects and fund management and BI reports is desirable.
Experience with certification of funds is desirable.
Work experience within the United Nations system or similar international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English and French is required. Knowledge of Creole is desirable. Knowledge of another United Nations official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
