Your team

Within the Directorate Central Route Charges Office and Finance, The Financial Planning & Analysis Unit (FPA) is responsible for supervising, monitoring and controlling the execution of the OPEX and CAPEX budgets, for developing and maintaining business partner relationships of a financial or economical nature throughout the Agency. The Unit manages the capital expenditure of all CAPEX projects. Within FPA, the Financial Planning and Partnering service is responsible for developing and maintaining business partner relationships of a financial or economical nature throughout the Agency.

Your role

Your role will be to:

  • Execute and facilitate the financial processes to support business in the implementation of its objectives.
  • Provide support and guidance for the execution of the financial workflows, and contribute to budget forecasts, financial control, accounting related activities.
  • Facilitate the execution of the financial processes such as budget transfers, budget checkpoints, procurement planning, reporting, invoicing, etc.
  • Produce financial data, reporting, costs statements for external services, etc as needed.
  • Facilitate (content preparation and logistics) the organisation of the Expenditure Review Panel.
  • Facilitate the work programme planning process and ensure maintenance in the Agency Management System (AMS).
  • Support the user pays principle process through the production of cost estimates and coordination of the invoicing process.
  • Participate in the review and redesign of processes and procedures in view of further optimisation of the services.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Post-secondary education in a relevant field (e.g. Finance, Business Administration, etc) and relevant working experience of 3 years or university degree of at least 3 years in a relevant field (e.g. Finance, Business Administration, etc) and relevant working experience of 1 year or university degree of 4 years in a relevant field (e.g. Finance, Business Administration, etc).
  • In addition to the above, minimum 3 years of relevant working experience.
  • Experience in financial accounting, planning and reporting.
  • Experience or knowledge in budget planning and execution.
  • Experience or knowledge of contract management would be an asset.
  • Knowledge of Oracle, Hyperion. Power BI knowledge would be an asset.
  • Financial modelling and Microsoft Excel skills.
  • IT literate, comfortable operating and learning new systems.
  • Analytical thinking: you analyse information and are able to identify relationships.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basis users of French at level A1/A2 before the end of the probation period. Knowledge of French at recruitment will be an asset.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be offered a contract of 3 Year(s) pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. The contract may be renewed. Before being established in the post, he/she will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
  • The successful candidate shall be engaged in principle at the basic grade of the advertised grades.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications.
